During Call to the Public, Carefree resident Carol Hitchcock expressed her concerns about people letting their dogs run off leash in the Carefree Desert Gardens. She walks her dog in the Gardens twice a day. She called it a beautiful facility and said that, like many people, she really enjoys it. But recently it has become an issue with some who come every evening and let their dogs off their leashes. She said one, in particular, bit her dog one evening. This dog wears a training collar, so the owners think their dog is above the leash laws.
People with leashed dogs, people just out walking, or people there with their kids don't necessarily want loose dogs running up to them. They are also using the fountains as a swimming pool for their dogs. A certain amount of that would be OK, but it's gotten out of hand recently. Those who do walk their dogs on leash and clean up after them are adjusting their schedules to go at different times so they don't have to deal with the problems. Ms. Hitchcock doubted that an off leash dog park was an option within Carefree and that, in her experience, dog owners like this don't use them anyway. They feel their dogs are special, but that's not the case, and the problem is getting worse.
Mayor Les Peterson asked her what time this was happening. Ms. Hitchcock answered that it happens every evening from 6:00-7:30 PM. Some people bring dog toys and throw them. Some kids are afraid of dogs and shouldn't have to deal with dogs running up to them. The Mayor said the Town would look into it and they appreciated her coming forward.
Following the meeting, Town Code Enforcement Officer Kevin Stuckey approached her and they spoke. He provided his cell phone number and assured her he would be available if called after working hours about future problems.
