Mayor Les Peterson called for a moment of silence in memory of recently deceased Council member Jim Van Allen, and said the memorial service held for him that morning was very nice. The Mayor asked that everyone take a moment to remember Mr. Van Allen and his contributions to Carefree. Mayor Peterson said he would be missed.

The Mayor stated that with the sad passing of Jim Van Allen, although it is not required, the Town is publishing requests for volunteers to fill the vacant Council seat. Applicants must be at least 18 years old, registered to vote, and have lived in Carefree for at least 1 year. Council members serve without compensation. Interested applicants should submit a letter to Town Clerk Kandace French by November 17th, 4:30 PM. The notice has been posted on the Town website, on the front door of Town Hall, at the Carefree Post Office, and sent out in COINS.

During Call to the Public, Shelly Spence said she knew Jim Van Allen and was sorry to hear about his passing. She thanked the Council members for everything they all do. She had some concerns and questions. Mayor Peterson informed her that the Town can't respond during Call to the Public. Mrs. Spence said she lives near the area where a new subdivision is being considered. She had questions about what was being proposed. She received a copy of Carefree Truth about the 100 acres which said it was a density transfer rather than a rezoning, but letters from the attorney referred to it as a rezoning, so the residents in her area are confused. There was no mention of the term density transfer from the attorney. She researched RUPDs and found that RUPDs can allow even more homes than are projected. Gary Neiss said she was asking good questions. Mrs. Spence said she lives in Ranchitos Del Rey, which has 23 acres that were given, plus extra lots zoned R-190, with 60' setbacks front and back and 30' setbacks on the sides. Although she realized that no application had been submitted to the Town as of that time, she was trying to clarify if the proposed development would be similar to hers, as stated in Carefree Truth. Mayor Peterson said they would get back to her with answers.

During Call to the Public, Bob Hesselgesser, of the CitySunTimes newspaper, announced that the paper has a large section dedicated to the Carefree Christmas Festival. He said he loves Carefree and the area. He handed out copies of the Carefree section of the newspaper to everyone in attendance.

Councilman Mike Farrar wanted to acknowledge the presence of two distinguished guests in the audience, Cave Creek Councilmen Tom McGuire and David Smith. Mayor Peterson welcomed them and thanked them for coming. Mr. Smith said they were working together on the trolley system, and that the Cave Creek Council had approved the funding the previous night.

Mr. Farrar said he was pleased and humbled that Cave Creek passed their share of the funding for the Public/Private partnership of Ollie the Trolley. The rest is now up to the merchants and landlords to step up and demonstrate that they are willing to invest a little bit in what we hope will be an attraction and very convenient for everyone.
The trolley would circle around from the west side of Cave Creek to Carefree, making stops along the route. They want to keep it free to the public. It would run on Saturdays and Sundays, from 11 AM - 9 PM, December through April. This is one way that the two communities can work together and all benefit from a relationship. He thanked Cave Creek. He also thanked the Raskins, who own Spanish Village, and Mark Peagler, who owns Frontier Town, for committing to be preferred stops. Only 10 are needed to meet the funding. Mr. Farrar and 2 of his friends are going around to the businesses, and he felt confident that they would get enough commitments. Carefree and Cave Creek have said, "We care about our merchants". Now it's time for the merchants to step up and do the rest.
