members who are able to work with me with heavy involvement and on a moment’s
notice. Examples of such projects would be the Long Range Financial Plan, the Cave
Creek Water situation (Cave Creek Water services 526 Carefree homes and businesses
on the west side of Town, and may be nearing the limit of their CAP allocation), and a
review of Town Staff compensation in relation to other comparable municipalities.
Combine this situation with the sensitive nature of many of these projects and my
hesitancies to broadcast sensitive information about projects in the development stages
when the options and potential end-products in development may or may not come to
fruition, and there you have the ingredients for a guaranteed communications gap.
But let’s put the past behind us and not dwell upon it. You have made and can make
significant contributions to the Town, particularly in the real estate and economic
development areas. We have no better asset available to us in these areas than you.
Your insight and input, even to just help us think through the possibilities and pitfalls
without you getting into the time consuming executional details, would be an extremely
valuable asset the Town. For example, we now have two proven local restauranteurs,
and potentially a developer who has restaurant experience in another market,
expressing strong interest in doing a restaurant (and possibly together with the Town
Offices on the 2nd floor of such a facility) regarding the current Town Offices building.
Another example would be the retail development of the corner just purchased by the
Empire Group. These are real opportunities and without you involved we don’t have our
“A” team on the project.
You have suggested an approach to address the communications gap in the past and I
have now come over to your point of view. Let’s you and I meet frequently, perhaps at
least once every week or two, and discuss all of the real estate and economic
development opportunities on the table before the Town. That would be very helpful to
me. At the same time, Gary and/or I could also provide you with an overview of other
projects and situations to help provide the necessary background for you to formulate
your opinions on appropriate actions for the Town to take.

submit our promotion and event ideas to the Town for consideration. The first step in the
evaluation process is for Gina and Cheryl to review these for their review in relation to the fit
with strategy of the idea and its synergy with what the Town is trying to accomplish through its
marketing efforts. If Gina and Cheryl support a submission, the next step is for them to discuss
it with Gary, John Crane and me.
If all of us collectively agree, the idea or some modification of it then gets incorporated into the
Town’s overall marketing program on a preliminarily basis, subject to review and potential
approval by the entire Council. In particular, before any idea is incorporated into the
preliminary Town marketing program, even on a preliminary basis, we will be looking at fit with
strategy, marketing funds required and Town Staff time commitments required before moving
any event forward.
If an idea does not make it through this preliminarily evaluation and approval process, the
originator of the idea is free to drop it or to implement it on their own on private property ‐
with the requisite Town approvals of permits and the like, or on Town property such as the
Pavilion subject to availability and cost reimbursement. Your two idea submissions fall into this
general category. Let me further explain some of the reasons why your specific suggestions
were not considered to become “Town Events”:
Outdoor Movie Nights –
‐ Contrary to your statements of little or no publicity for the previous execution of this
concept, I understand that the previous movie night in the Pavilion did receive
substantial communications support from the Town. In spite of this, the event drew only
50 people or so. I recognize that this attendance may have been implemented by the
popularity or the lack of it of the movie itself, but I have no way of knowing at this point
even what film was shown
‐ I understand that a movie costs approximately $200 each for royalty rights. This would
need to be factored into any financial calculations
‐ I believe that I saw that your initial thinking was to charge $10/viewer, and that this
price would include movie admission, popcorn and a soft drink. Out of this $10 would
need to fund the following:
o Movie rights
o Popcorn and soft drinks
o Set‐up and take‐down of the chairs
o Someone to set up and run the AV equipment during the movie
o Rest‐room cleaning
o Costs for people to man the entry and exit stations surrounding the Pavilion
o Any fencing required
o Any required Town Staff or outside vendor costs for on‐site management
‐ Our experience suggests that it can be too hot in May, and sunset may occur too late,
for coordination with the dinner hour for this type of an event to be practicable in May.
Thus, logistically it may be a April event, or a mid‐April to mid‐May event
‐ There could be a gap between the showing of a movie under this program and the
typical dinner hour in Carefree
‐ Town events are typically oriented to generating participation by larger numbers of participants
than what I would guestimate would be in the range of 50 ‐ 200/viewing
‐ Someone would have to be in charge of the relationship with the movie distributor and the
selection of movies
‐ On the practical side, the AV equipment in the Pavilion went down this past weekend, and
components have been sent back to the manufacturer of testing. We are not sure when it will
be returned
Carefree Italian Festival ‐
‐ This would not be a Town of Carefree event, so any reference in any materials to it as the “Town
of Carefree’s“ Festa Italiana event should be deleted. It will be held on private property over
which the Town has no control, and the Town will have no control over the food served
either. Should an accident occur on premises during the event or should there be an incident of
food poisoning, however unlikely, the Town does not to be in line for any legal liability arising
from this event
‐ As with any approved private event in town, Carefree would be happy to publicize it via the
Town website and Facebook publications. Marketing support beyond publicizing it to residents
is the responsibility of the organizer of the event
‐ The Town is making every effort to assure that any vendors at events adhere to the highest
quality standards for the arts and crafts which they may offer for sale. We will not be looking at
approving event permits with vendors not meeting these high standards.
‐ Also included within the permit approval process will be, in this instance for Mariachi Plaza,
readily accessible exists for the Carefree water Company should they have to take their
equipment out on an emergency

I wanted to thank you again for taking the time out of your busy schedule to visit our CAP Water Treatment Plant to gain
an understanding of the complexities of treating and delivering safe clean water to the residents of Scottsdale and
Carefree.
As a follow‐up to your question on how much a typical single family home uses and what they pay for the water they
received, I have attached a copy of the water rates. A typical single family home uses between 5,000 gallons to 12,000
gallons at a rate of $2.95 per 1,000 gallons in Scottsdale. Currently, the residents in the Town of Carefree that use
between 5,000 and 12,000 gallons receive a rate of $2.93 per 1,000 gallons which is two cents less than the current rate.

Don’t forget to please include with your proposal, as with any event held in town (in/outside of town property), a Special
Events application to be filled out and sent to Vicki. (no fees will be charged). A special event application turned in
avoids challenges that might arise during the event and calls taken by the Town (such as noise/parking issues).
Due to the adjacency with the water company and public works building near Mariachi Plaza, we would ask for a general
layout of the event area as well.
Normal protocol with larger, non‐town property events is as follows:
The event marketing doesn’t include the words TOWN OF Carefree. (due to liability issues that can fall back on the
Town)
Signage cannot exceed 3‘ x 4’ in Carefree and goes up no more than 2 weeks before the event.

You misunderstood my message to you from the previous commercial vendor, Indigo
Paint. They stated the project was too small for them, as they are a large commercial
painting company.
And I have called RhinoSheild directly just now and set up the meeting myself, so you
don't worry about it. I just want us to explore all options, as powder
coating/electrostatic painting will need to be performed on that top panel of the dial
about every 3 years given its dark brown color. My understanding is that powder coating
is far superior to electrostatic painting process (which simply eliminates overspray and
does not require the disassembly of panels).
Ceramic paint my be better or maybe not. We won't know until we pursue that
alternative. Does that make sense?

light. I have been trying to get them to schedule this repair for a while now but they
had to coordinate their schedule and rent a lift for the repair so I’m glad this will finally
be repaired.
2. I was not aware of the light being out at the water feature. I will check into and
notify the contractor once I see what is going on with the lights.
3. The plaque like the sundial fix is taking longer than we were originally
promised. I circled back to the vendor and they seem to think it will be delivered in
about a week. We can discuss the installation/location on the building once we receive
it.
4. I thought we left the idea of a Veterans Memorial to be coordinated with the
opening of the future Council chambers at 33 Easy Street. There is a pedestal out front
which is highly visible and lends itself to a sculpture and/or plaque dedicated to our
Veterans. Given the high profile position of this location and timing of 33 Easy Street we
have held back on this issue as there are other priorities the Council is focused
upon. John and Mayor do you agree with that approach?
5. Gina will present her vision for the marketing during the budget workshops in
April. At this point in time, our efforts have been focused upon improving the quality of
the events to be more authentic to their theme, streamlining our internal process to gain
efficiencies and build upon events which generate the greatest return from an exposure
and economic perspective to the Town. The movie night is a very good idea and we
have the infrastructure in place to conduct these events. However, the movies have to
be played at night when there is sufficient darkness and during a time when most
businesses are closed (please note in the shoulder season with later sunsets more
businesses are closed). Additionally, since this is after hours we need staff to set up,
oversee and take down for the movie. This results in additional staff resources which we
must weighed against the benefit. With the lack of supporting businesses at this point in
time, I do not see this being done from an economic development perspective. In the
future, if we can get businesses to sponsor and participate then I believe we can justify
the investment (for example, Bodega 13 sponsoring the concert series). Certainly, you
may have a different perspective and ultimately it is up to you and the majority of the
Council to decide how you would like to invest our resources.

You misunderstood my message to you from the previous commercial vendor, Indigo
Paint. They stated the project was too small for them, as they are a large commercial
painting company.
And I have called RhinoSheild directly just now and set up the meeting myself, so you
don't worry about it. I just want us to explore all options, as powder
coating/electrostatic painting will need to be performed on that top panel of the dial
about every 3 years given its dark brown color. My understanding is that powder coating
is far superior to electrostatic painting process (which simply eliminates overspray and
does not require the disassembly of panels).
Ceramic paint my be better or maybe not. We won't know until we pursue that
alternative. Does that make sense?

HB2045 states that reasonable access to private property shall not be denied by the state or a political
subdivision of the state.

HB2345 allows “for sale”, “for lease” and temporary “open house” signs in HOA’s. It also allows for open
houses during the hours of 8:00am to 6:00pm.

HB2450 states that a municipality cannot charge anyone other than the person they contracted with for
the water and wastewater services.

HB2768 prohibits private transfer fees to be paid to developers or third-party companies on the sale of
real property.

HB 2154 would have required easement holders to maintain the easement. If an easement was held by
two or more persons and those holders could not agree on a maintenance agreement, then it would have
allowed those holders to apply to a court for arbitration and judgment. This bill was extremely arbitrary
and had the potential of negatively affecting thousands of easements in our state.
BILL DID NOT PASS
SB 1219 conforms the time a real estate license is valid with the time period in completing education
requirements: two years. It allows a licensee to cancel his/her license, defines business broker and
requires a valid fingerprint clearance card before applying for a license.

Some are concerned that smaller projects, particularly in rural areas, will not be able to lure the private
investment needed to have a shot at federal money. This summer, the DOT retooled its FASTLANE
program under the name INFRA (Infrastructure for Rebuilding America) with a focus on rural
infrastructure projects and others that aren't sure bets for private investors.
