To Carefree Truth readers,
If you live in or near Carefree, it is time to call or write to the Town Council about the proposed upzoning and development on 100 acres in the Continental Mountain foothills (Carefree 100 project).
Our reasons for opposing this project are outlined below.
Bottom line: If the developer built within the existing zoning, he would make less money—but there would be a much lower impact on desert plants, wildlife, neighbors, and Carefree’s quality of life.
Ecological damage: The developer plans to remove plants and soil from a huge 23-acre building envelope, rather than a 1-acre envelope on every 5 acres, as current zoning requires. This is a more profitable way for the developer to build on this hilly land. However, the massing of homes will concentrate water runoff from that land, increasing the risk of flood damage. Also, septic tanks and household light and noise would be massed in the area, posing potential harm to wildlife.
Public health threat: Carefree is located in the Centers for Disease Control’s high-risk zone for valley fever. A huge, bladed parcel of land will create much larger dust clouds than smaller building envelopes excavated over time, posing a greater risk of valley fever to surrounding neighbors and towns. (This is Valley Fever Awareness Week—Governor Ducey states in the proclamation that 65% of cases nationwide are in Arizona).
Slippery upzoning: The new zoning category (Low-Density Residential) requested by the developer affords a wide range of development options. This category is not appropriate for this rugged land, which is within a large area zoned as Rural Residential.
Bridge to nowhere: The proposed development would require a massive, expensive bridge over Grapevine Wash that would simply increase development on Continental Mountain. Also, the developer has not said who is paying for the bridge.
Giveaway to developer: The developer will make far more profit with the upzoning. Or he could get the new zoning, then pocket the profit when he sells the property to another developer—who may build at even higher housing densities.
Takeaway from residents: Carefree’s most rugged and beautiful wild desert spaces would be lost in a sea of development, following Scottsdale and Phoenix development patterns, rather than remaining true to Carefree’s desert character. Also, why should the town extend water service for this development when about one-third of Carefree residents are not on Carefree water?
Please make your feelings known to your elected representatives today.
