Clueless Councilman Jim Van Allen was at it again with his latest letter to the Sonoran News/Agenda. He wrote, "...a developer group just got approval ( 6-1 vote ) to start development of an Apartment complex in the Carefree Town core, where the maximum building height is restricted to 30 feet by code. The proposed building fronting on Easy Street will easily be 62 to 68 feet tall".
Like his "knowledge" of the current ownership of the property, Jim Van Allen has no knowledge of Carefree zoning, and doesn't bother to educate himself on either, but continues to spout his nonsense as if it were incontrovertible fact. My wife proved that the property is now owned by Mt. Whitney, a subsidiary of INCA, and not by Ed Lewis, by publishing the deeds from the Maricopa County Recorder's office. As for the zoning, while the maximum height in most of the commercial core is 30', the zoning code for the interior of the core was amended in 2005 in anticipation of multi-story units that would place residential development in our pedestrian friendly downtown. And the apartments have not been "approved". Only the 4 additional feet in height was approved by the Council. The project must go before the Development Review Board before being approved and started. The DRB has the power to send the developers back to the drawing board if the design does not meet their design standards. Nothing about the Clueless Councilman's statement is correct.
Jim Van Allen also wrote, "Last time the height was 42 feet. Now it will be plus 65 ft. or more." In 2006, in a document separate from the original development agreement, Ed Lewis's condo project was granted an extra 6', specifically for a parapet to properly screen the rooftop utilities. The final approved height, including the parapet, was 48'. The new applicants requested and were granted an additional 4' over Ed Lewis' project in order to accommodate 2 stories of parking, one completely underground and one partially underground, which brings the height to 52'. This includes the 6' screening parapet.
Heights for large sloping commercial lots with more than one frontage are based on the average curb height. In this case, the northeast corner adjacent to Easy Street was used for both the condo Lewis project and the current proposed apartments. This means that, while part of the building may go up to 60' in height, another part of it will be less than 52' due to the topography. Along with many other things, Jim Van Allen does not seem to understand the definition of "average". It will not be the Clueless Councilman's "65 ft. or more". In his first letter to the local rag, he claimed the building would by 62'-65' tall. Like the proverbial fish story, the building seems to get bigger with each re-telling of the tale.
Interestingly, Jim Van Allen often and proudly brags that he was instrumental in the development of the San Diego Waterfront Embassy Suites Hotel. He was apparently far less concerned with heights and blending in with the surroundings at that time. Below is a photo of the hotel, taken from their website.

Hi Lyn! I read about Jim Van Allen manning the Carefree booth. When we first moved to Carefree, I went up to him at the booth 2 separate times to introduce myself. I told him how much we love living here & how I wanted to be involved with the town. I gave him a 2nd try, thinking he might have been in a bad mood the first time I introduced myself. He definitely is NOT the person to be representing our town! There is just ZERO reason for such divisiveness.
Especially when we live in paradise. It really is a shame.
