I did not see John Traynor’s letter to the Sonoran News and his comment about Gary Neiss “tirelessly lamenting the lack of a local Property Tax for years…: Had I, it would have evoked the following:
It is obvious from John Taynor’s latest attack on Gary Neiss that he knows absolutely nothing about the Town’s Administrator or his operating philosophies. As a member of the Town Council from 2011 to 2013, I spent countless hours in meetings with Gary, with the late great David Schwan, and many others on a variety of Town matters. As an advocate of a Fire Service Fee (a form of property tax), which could be used to offset the shortfall between the cost of the Rural Metro Contract and the amount raised by the 1% sales tax, all I can state is that I received zero support from Gary. In my final remarks to Council, I encouraged my colleagues to consider my suggestion. I have since appeared before Council to again lobby for the fee instead of taking funds from the Town’s cash reserves to offset the shortfall.
I am also of the opinion that if Gary Neiss wanted a property tax of any kind, we would have had one by now. Instead, he works tirelessly to seek alternatives to increase revenues or reduce expenses. All John Traynor needs to do is to look at the fully disclosed financial books of the Town Council to see the sources of revenues. Gary Neiss knows that Arizona shared sales tax revenues are falling, and will continue to fall as other municipalities grow bigger and Carefree’s population remains steady. What are those alternate revenue sources? Bed taxes, drink taxes, new construction are three that come to mind. But it is tough.
John Traynor needs to cease his attempts at mind-reading and I can only assume that his crystal ball is giving him false information. As I wrote earlier, if Gary Neiss wanted a property tax, the Town would have one.

This sounds like a neat and fun idea and has a lot of appeal.
But I wonder if there's enough residential traffic to warrant it. If it goes on Cave Creek Rd from Rancho Manana to downtown Carefree, there are very few homes or condos enroute. Most of those that are are in easy walking distance to Carefree (though not Cave Creek). And would those who have driven from elsewhere to one area of the other bother with a trolley since they already have arrived using their own vehicles?
A test seems very wise if one can be arranged and might answer these questions.

$500 a month from each merchant! They gotta be kidd'in me! Don't think most merchants in Carefree can afford the luxury of Ollie the Trolley. And I don't think my customers would use it for their shopping needs.
