NOTICE OF REGULAR MEETING
OF THE CAREFREE TOWN COUNCIL

TIME: 5:00 P.M.
Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Town Council of the Town of Carefree, Arizona and to the general public that the members of the Town Council will hold a meeting open to the public. For any item listed on the agenda, the Council may vote to go into Executive Session for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.

ITEM #2 Acceptance into the public record of the November, 2017 paid bills.
ITEM #3 Acceptance of the cash receipts and disbursements report for October, 2017.
ITEM #4 Approval of a Special Event Application for the Knights of Columbus 5k Fun Run/Walk to be held on April 7, 2018 from 7:00 a.m. to 12:00 p.m.
ITEM #5 Approval of a Farm Winery Fair/Festival License Application for Richard Skladzien and Del Rio Springs Vineyard LLP in conjunction with the Thunderbird Artist Wine and Art Festival from 10:00 a.m. to 5:00 p.m. on the following dates:
Friday, January 19, 2018 through Sunday, January 21, 2018.
Friday, March 16, 2018 through Sunday, March 18, 2018.
ITEM #6 Approval of a Craft Distiller Fair/Festival License Application for John William Patt and Desert Diamond Distillery in conjunction with the Thunderbird Artist Wine and Art Festival from 10:00 a.m. to 5:00 p.m. on the following dates:
Friday, March 16, 2018 through Sunday, March 18, 2018.
ITEM #7 Approval of a Craft Distiller Fair/Festival License Application for Garrison Ellam and Elgin Distillery in conjunction with the Thunderbird Artist Wine and Art Festival from 10:00 a.m. to 5:00 p.m. on Friday, January 19, 2018 through Sunday, January 21, 2018.
ITEM #8 Approval of a Farm Winery Fair/Festival License Application for Garrison Ellam and Village of Elgin Winery in conjunction with the Thunderbird Artist Wine and Art Festival from 10:00 a.m. to 5:00 p.m. on Friday, January 19, 2018 through Sunday, January 21, 2018.
ITEM #9 Approval of a Special Event Liquor License Application for our Lady of Joy Church for the Resurrection Assembly/Knights of Columbus from 6:00 p.m. to 11:00 p.m. on Saturday, February 10, 2018.
REGULAR AGENDA:
ITEM #10 Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.
ITEM #11 Current Events.
ITEM #12 Review, discussion and possible action to appoint a council member to fill the seat on the Carefree Town Council created by the passing of Council Member Jim Van Allen.
ITEM #13 "Review, discussion and possible action to approve a contract with Ray Villafane for projects and events in 2018.
ITEM #14 Review, discussion and possible action to approve the following Conditional Use Permits (“CUP”):
A. 17-10-CUP: Proposed CONDITIONAL USE PERMIT for Maricopa County, in association with Motorola Solutions Inc., to construct and maintain a Public Safety Communications System as part of its Countywide project upgrade called Maricopa County P25 Upgrade.
B. 17-12-CUP: Proposed CONDITIONAL USE PERMIT (CUP) for Rural/Metro Fire Department to improve its tactical radio communications within the Town of Carefree via a new radio tower, antenna, and associated equipment.
C. 17-09-CUP: Proposed CONDITIONAL USE PERMIT (CUP) for Sonoran Networks, LLC, a Wireless Internet Service Provider (WISP) to provide broadband internet service via four small antennae – two located on a shared tower with Rural/Metro Fire Department and two located on a single mast installation.
ITEM #15 Presentation by Marketing Director, Gina Kaegi, recapping the results of the 2017 Enchanted Pumpkin Garden.
ITEM #16 Presentation By Council Member Mike Farrar regarding the Comisión Sonora-Arizona and Arizona Mexico Commission Conference.
ITEM #17 Discussion and possible action to go into Executive Session in accordance with A.R.S. §§ 38-431.03(A)(3), (A)(4) and (A)(7) including discussion consultation for legal advice with the attorney of the public body, negotiations or discussion regarding potential contracts and negotiations regarding real property.
