NOTICE OF REGULAR MEETING

Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Town Council of the Town of Carefree, Arizona and to the general public that the members of the Town Council will hold a meeting open to the public. For any item listed on the agenda, the Council may vote to go into Executive Session for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.
The agenda for the meeting is as follows:

All items listed hereunder are considered to be routine by the Town Council and will be enacted by one motion. There will be no separate discussion of these items unless a council member so requests, in which event the item will be removed from the consent agenda and will be discussed separately:
ITEM #1 Approval of the August 7, 2018 Town Council Regular Meeting Minutes.
ITEM #2 Acceptance into the public record of the August, 2018 paid bills.
ITEM #3 Acceptance of the cash receipts and disbursements report for July, 2018.
ITEM #4 Approval of an Application for a Craft Distiller Fair/Festival License for John William Patt and Desert Diamond Distillery in conjunction with Thunderbird Artists Festival on November 2 - 4, 2018 from 10:00 a.m. to 5:00 p.m.
ITEM #5 Approval of an Application for Special Event License for Foothills Foodbank in conjunction with Enchanted Pumpkin Festival on October 24-25, 2018 from 5:00 p.m. to 9:00 p.m.
ITEM #6 Approval of an Application for a Special Event License for the Carefree-Cave Creek Chamber of Commerce in conjunction with Thunderbird Artists Festival on the following dates:
November 2 - 4, 2018 from 10:00 a.m. to 5:30 p.m.
January 18 – 20, 2019 from 10:00 a.m. to 5:30 p.m.
March 1-3, 2019 from 10:00 a.m. to 5:30 p.m.
REGULAR AGENDA:
ITEM #7 Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.

ITEM #9 Approval of three Special Event applications for Thunderbird Artists as follows:
A. 25th Annual Carefree Fine Art & Wine Festival Friday, November 2 through Sunday, November 4, 2018 from 10:00 a.m. to 5:00 p.m. with set-up beginning November 1st at 5:00 p.m. and tear down on November 5th at 5:15 p.m. Road closures as shown in the attached map.
B. 26th Annual Carefree Fine Art & Wine Festival Friday, January 18 through Sunday, January 20, 2019 from 10:00 a.m. to 5:00 p.m. with set-up beginning January 17th at 5:00 p.m. and tear down on January 20 at 5:15 p.m. Road closures as shown in the attached map.
C. 24th Annual Spring Carefree Fine Art & Wine Festival Friday, March 1 through Sunday, March 3, 2019 from 10:00 a.m. to 5:00 p.m. with set-up beginning February 28th at 5:00 p.m. and tear down on March 3rd at 5:15 p.m. Road closures include Hum and Ho Hum Road, Easy Street, Sundial Circle and part of Sunshine Way as shown in the attached map.
ITEM #10 Review and discussion regarding the Branding Plan and execution of the first stage of the gateway signs, including possible approval to proceed with the first phase the Plan and authorization of funding.
ITEM #11 Second Reading, public hearing and consideration of approval of Ordinance #2018-02; an amendment to the Carefree Town Code to address potential illicit discharges into the Town of Carefree’s storm water drainage system as required by federal and state laws.
ITEM #12 Adjournment.
