Mayor Les Peterson said that pursuant to State Statute, the Town is required to annually provide to the State Auditor General the name of the Chief Financial Officer (CFO) designated to submit the current year's annual expenditure limit report.
Kandace Contreras explained that the Town has always been required to submit the approved budget and audits to the State Auditor General each year. Typically, the Treasurer, which is the Town Clerk, is appointed to be the CFO. 3 years ago, Title 41 began requiring Councils to formally "bless" that appointment.
The "housekeeping measure" was unanimously approved.

Mayor Peterson said this Resolution would appoint the Town Clerk as the Applicant Agent for the Arizona Department of Military Affairs (ADMA) for the Public Assistance Program (PAP).
Kandace Contreras explained that many state and federal programs have opened up to assist municipalities and businesses as they move forward with various emergency matters related to Covid-19. The most recent is a state program through the ADMA. The PAP is separate from the one approved by the Council last year.
Carefree may or may not dip into it. It may not qualify. It is aimed at infrastructure projects. But it is important to apply for every program so that if funds become available, Carefree is ready to submit applications for reimbursement. This program is 100% reimbursable, versus the Federal Emergency Management Agency (FEMA) program, which reimburses only 80% of the costs. It is normal for the Town Clerk to be that agent, and Mrs. Contreras noted that she is the person most familiar with the information they need.
Councilman Stephen Hatcher asked for examples of what could be made available. Mrs. Contreras replied that some municipalities have set up temporary Covid-19 vaccination sites that require additional staff and materials. It also supplies additional medical care to the homeless within municipalities. It is basically a public assistance program. Municipalities must have at least $3,300 in costs before they can apply. She didn't know if Carefree would reach the minimum amount, but noted that the Town doesn't have a crystal ball to see into the future.
Vice Mayor John Crane asked if costs could be incurred through Rural/Metro and the Carefree Fire Department doing some public assistance with help from the Town. Mrs. Contreras said they could. This type of reimbursement could also apply to the above mentioned FEMA program in which the Town is already involved, for a double pay-out.
