I wanted to pass along to you a bulletin I recently happened to get from a group called Carefree Unity, which was formed by a number of former North Boulders HOA Directors.This group of very considerate residents is opposed to the continuing litigation, costly delays and obstacles that a small group of Boulders residents is placing in the way of moving ahead with a secure, clean and safe water supply for us in Sentinel Rock (as well as several other communities now served by Town of Cave Creek Water).

I am concerned you missed the point of my letter to you last week. I was not arguing the merits of the town spending approximately $1,500,000 litigating the water condemnation with Cave Creek. I was only correcting the misstatement that Carefree was fully reimbursed all legal costs in the Cave Creek water arbitration. Only $464,593 was reimbursed.
It is disappointing you chose to use my email as another opportunity to attack a Boulder's resident who you believe stands in your way of transitioning off Cave Creek Water. Have you read the water bond document prepared by Carefree? Bond investors are told "Cave Creek Water has made significant improvements to the quality of their water”. It continues with, “(Carefree Water Company) and Cave Creek are in discussions that could result in the re-initiation of water deliveries (to Carefree).” After spending $32 Million for the water transition ($18 Million principal + $14 Million interest), all Carefree residents will probably be drinking Cave Creek Water again.
The bond document also states, “full fire protection and potable water could be provided to 340 customer accounts in Neighborhood A on schedule” without a water tank in The Boulders. In addition, Carefree Water recently communicated with Cave Creek that they are slowing down the water transition to allow them to re-evaluate the project scope due to rising costs (not related to the water tank). Why are Sentinel Rock residents focused on The Boulders and the water tank when neither, according to the towns own communications, are stopping the water transition from moving forward?
You also insist on comparing how much the town is spending on the water transition with how much the town spent to shut down Black Mountain waste water treatment plant (located in The Boulders). You write, "Why is it OK with you and other Boulder residents to have the Town pay for the legal costs in the ten year legal battle to decommission the waste water treatment facility but you do not support the legal costs associated with an issue impacting a larger Carefree population/area?”
Please provide dates, check numbers, amounts and the law firm the town hired to assist Boulders residents in decommissioning the waste treatment facility. As far back as 2009, there appear to be no records of the town spending any money on this effort or a record that the Town Council voted to approve money to represent the Boulders in the litigation effort. It seems all costs surrounding this particular litigation were managed by Boulders residents - unless you can provide evidence otherwise.
Carefree residents deserve a complete and honest overview on all issues that impact us.
Many Carefree residents are beginning to question what is happening to our Town. The Town is obligating residents to repay $32 Million dollars for the water transition yet Carefree is prepared to purchase water from Cave Creek again. The Planning and Zoning Commission, which you are a member, recently voted to clear the way for a private developer to build a high density resort on the corner of Carefree Highway and Tom Darlington - an area which had been zoned for roughly 5 homes that has no water infrastructure. Traffic congestion trying to get into downtown Carefree is already a recognized problem - it will only get worse. The bond document warns - “no present assurance can be made that all necessary (water) supplies will be available at reasonable costs". Where do we find enough affordable water to support all the Economic Development proposed with not just one but three new high density developments in areas that are currently just open desert with no water infrastructure? Even after spending $32 Million, we still will not have any water treatment facilities. Who is going to treat all the water we need for these new developments and what are they going to charge us for it?
Your neighborhood, Sentinel Rock. reluctantly supported the rezoning of Cave Creek Rd and Carefree Hwy because, in part, you were told the sales tax revenue would avoid a property tax. Yet the town is currently discussing how to “position a property tax with Carefree residents” and that prime shopping corner that was rezoned commercial in 2018 still has no commercial retail built on it.
These are things Carefree residents should understand since everyone of us will be impacted in one way or another. We can start by attending the Town Council meeting next week.

(Lyn's note: Ms. Barbour, Addressing your questions/accusations about the Town's contributions to the decommissioning of the sewer treatment plant in the Boulders, perhaps you had not yet moved here, or perhaps you were simply not engaged during the time that the Town's role in the decommissioning of the sewer treatment plant was discussed at Council meetings, and during the time that the Town took action. But all of that related information you request, with the exception of check numbers and dates, which were listed in the Council packets (which were available to the public at the time), were reported in Carefree Truth newsletters and are archived on our Carefree Truth website if you choose to make the effort to find them. The fact that you were either not living here or not paying attention at the time does not negate the facts, and you don't show yourself in a good light for challenging the fact that the Town did indeed participate and spend money to help the residents of the Boulders with their smelly problem, simply because you are ignorant of the proceedings. Or perhaps, you are simply attempting to plant the seeds of doubt in the minds of the residents of Carefree, via the spreading of misinformation in the form of frivolous "questions". I don't know. I can only guess about your motives, but they do appear somewhat dubious. But here is a brief synopsis for your edification and that of your followers.
The Boulders used a legal utility specialist at the beginning of the process. When the Boulders started receiving their attorney's bills they requested that the Council assume the legal costs, which the Council did. Carefree had the Town attorney working with this specialist to collectively file a complexity of legal documents throughout the process. This was all done in the interests of the Boulders' residents. More recently, Carefree had the Town attorney participate in the rate hearing. Since this issue goes back so long, the specific billings are beyond public retention records, but there were mountains of legal paper work, depositions, legal hearings and meetings with ACC staff and RUCO. It would be interesting if the Town had all the historical records to total the costs and time associated with the decommissioning, but at the end of the day, the issue was to address real concerns of residents, not to question this investment. Did it matter to Boulders residents what the Town spent on those costs? The Town never heard any objections by Boulders residents, so why is how much was paid important now?As far as the settlement with Cave Creek, it stopped the legal process and ensured Cave Creek worked as a partner, as the original IGA contemplated. There would have been no legal fees required if Cave Creek simply followed the contract that the Arbitrators stated in their decision that Cave Creek breached. You miss the point that Cave Creek preferred the litigious route and Carefree was placed in the situation to address their citizens' concerns.
The water project is also proceeding. I don't know where your information is coming from, but perhaps once again it is designed to intentionally mislead by those who do not share the same interest as the impacted parties. The issues faced by those currently served by Cave Creek Water concern the long term reliability of that system. The sole water source of the Cave Creek Water Company is CAP. Unlike the Carefree Water Company, they have no functioning wells to supplement the water from CAP. Carefree and Scottsdale share a deep aquifer. If the drought continues, to which every indication points, CAP will be cutting back on the amount of water it supplies. As you may or may not be aware, Lake Mead is at an all time low. The water storage tank that will be buried on the parcel in the Boulders that contains a utility easement with a 10" underground water main running through it, which you called unnecessary, serves the duel function of providing potable water and adequate fire protection. As you are aware, there have been several very serious fires in this area over the past couple of summers, so this is not insignificant.
Even if CAP does not enact the cutbacks they have predicted, Cave Creek Water's sole source to get the CAP water up to our area is a 30 year old single pipe that runs 12 miles up Cave Creek Road from Deer Valley. Large swaths of the ground upon which the pipe was laid have fallen away, leaving the pipe unsupported in those spots. The water is pushed uphill via 3 antiquated pumping stations.
As far as the mechanics of water treatment, CAP and the aquifer are the Town's sources. Because Carefree does not have a water treatment plant, Carefree's water is treated by the plants in Scottsdale and Cave Creek, but it is not their water; it is Carefree's water. The issue related to the Cave Creek accounts focused on the mismanagement of infrastructure and water resources. This is well documented in Cave Creek. At the end of the day, all Carefree residents will have representation over their drinking water, probably the most important issue in the parched desert southwest.
A citizen advisory committee, the Public Safety Advisory Committee, has been conducting publicly agendized and recorded meetings about future fire and emergency services in Carefree as well as MCSO/law enforcement services. The existing contract with Rural Metro is expiring next summer. Rural Metro has proposed a significant increase of approximately $275,000.
There is currently a structural deficit in the current fire fund (the fund established to pay for the master contract). Over the last 10 years, the average deficit was $400,000. The funds to pay for this structural deficit are then taken from the town's operating funds, the General Fund. If the structural deficit increases, it will place more of a financial strain on the town. With a bare bones operating budget, that implies draconian measures.
The Town has been investigating options similar to Cave Creek to also join the Automatic Aid partnership which requires additional costs associated with upgrades to the dispatch system, procedural response training for fire fighters (to create uniformity between agencies) and an even larger increase to the annual operational costs of the Fire and EMS department. The citizen Committee is doing an analysis and laying out options for the level of service, the associated costs and how to pay for these additional expenses.
The formula to pay, like any household, is to explore your costs and your revenues. The Committee is transparently reviewing these attributes. From a revenue side there are two revenues a municipality controls, sales tax and property tax. The Committee is simply going through the exercise of considering what each of these revenues streams could pay for and what it would mean to the citizens.
Cave Creek has also been doing this exercise. These are the decisions the community needs to make. The Council to date has not been part of these discussions. There is a joint meeting (in person) planned on January 11th to begin the conversation between the Committee and the Council. Yes, the Council has been firm on opposing a property tax, which is why their focus has been on economic development. Ironically, the resort being proposed will generate a significant amount of sales tax revenue for the Town to help offset this need. Recently the Town of Cave Creek had a press release in which they celebrated the decisions to modify their General Plan and eventually change zoning along Carefree Highway to support significant revenue generators to help them pay for their new fire program. In this release they celebrate these decisions as responsible and good government.
Bottom line: the Town is not positioning a property tax. The citizen Committee is transparently exploring options which the Town Council has not seen or considered to date. To make accusations that that the Town is positioning a property tax when everything that been done by the Town Council is focused on how to improve the performance our existing sales tax-centric model is a deliberate attempt to not have transparent and honest dialogue regarding issues and solutions.
As a matter of record, to date the group from the Boulders who oppose the transition of those on Cave Creek Water over to Carefree Water have filed 13 separate suits and appeals, and have lost all 13 in court.)

4th Night – Wednesday, December 1st - Phoenix Holocaust Association - “A Great Miracle happened: The Generation After the Holocaust” Janice Friebaum’s father was a Holocaust survivor from Warsaw, Poland. Currently serving as vice president of PHA, Janice will share her affecting story of growing up in the long shadows of trauma and loss, and how being the daughter of a Holocaust survivor has shaped her life.
5th Night – Thursday December 2nd - Arizona Jewish Historical Society - Martin Richelsoph, a Cave Creek resident, will be lighting the menorah and discuss some of the archive work he is involved with at the Arizona Jewish Historical Society. He will be joined by Dr. Lawrence Bell, Executive Director who will also bring some Chanukah spirit to this evening. His presentation will include information about AZJHS and the 100th Anniversary of the building.
6th Night -Friday December 3rd - The Bauman Family (Shabbat) – The Bauman Family has been leading a heartwarming family Shabbat ceremony during Chanukah for all five years of this event in Carefree.
7th Night -Saturday December 4th -Jewish Social Group of Cave Creek and Carefree (Havdalah) – This group was founded by Ora Kurland in 2015. The group’s mission is to create a Jewish community in the Cave Creek/Carefree/North Scottsdale area through monthly events focused on Jewish holidays, values, culture and, above all, friendship. Tonight’s presentation will include the ceremony of Havdalah to mark the end of Shabbat.

The American Legion, formed in 1919, supports and advocates on behalf of veterans, active military and their families. The 501 (c)(19) also supports the initiatives and programs of the American Legion while fostering patriotism and responsible citizenship.
The 51-year-old museum’s mission is to preserve the artifacts of the prehistory, history, culture and legacy of the Cave Creek Mining District and the Cave Creek/Carefree foothills area through education, research, and interpretive exhibits. Special reading planned at Cave Creek Museum
The Cave Creek Museum will host a special hour with authors Jim "Great Elk" Waters and Kelly Pavlic on Tuesday, December 7, 2021 from 6:30-8:30 PM.
The pair will discuss their book entitled "Grandma Was a Kitchen Healer and Grandpa Grew Roses.” The story focuses on how the re-telling of family stories not only allows for the sharing of history, but of wisdom hard earned by elders. For more information, call the museum at 480.488.2764.
Stamp Mill demonstration planned for December 11 at Cave Creek Museum
The Cave Creek Museum will offer demonstrations of its stamp mill on December 11, 2021 from 11:00 AM.
Evelyn Johnson, interim executive director, says the museum will start up its incredible stamp mill, water tower, mineral panning, blacksmithing and more that Saturday.
“Cave Creek Museum is proud to feature Arizona’s mining history,” says Johnson. “Our historic stamp mill and tramway is from the Golden Reef Mine on Continental Mountain and is the only one in Arizona within five miles of its original site. We want people to come and experience how gold mining was done. And, check out our exciting new Arizona Gold Mining Experience. This includes an admission to the museum: $7 for adults; $5 for seniors and students."
The stamp mill will be operated on the second Saturday of each month during the museum’s 2022 season.

The Cave Creek Museum will host a special hour with authors Jim "Great Elk" Waters and Kelly Pavlic on Tuesday, December 7, 2021 from 6:30-8:30 PM.
The pair will discuss their book entitled "Grandma Was a Kitchen Healer and Grandpa Grew Roses.” The story focuses on how the re-telling of family stories not only allows for the sharing of history, but of wisdom hard earned by elders. For more information, call the museum at 480.488.2764.
Stamp Mill demonstration planned for December 11 at Cave Creek Museum
The Cave Creek Museum will offer demonstrations of its stamp mill on December 11, 2021 from 11:00 AM.
Evelyn Johnson, interim executive director, says the museum will start up its incredible stamp mill, water tower, mineral panning, blacksmithing and more that Saturday.
“Cave Creek Museum is proud to feature Arizona’s mining history,” says Johnson. “Our historic stamp mill and tramway is from the Golden Reef Mine on Continental Mountain and is the only one in Arizona within five miles of its original site. We want people to come and experience how gold mining was done. And, check out our exciting new Arizona Gold Mining Experience. This includes an admission to the museum: $7 for adults; $5 for seniors and students."
The stamp mill will be operated on the second Saturday of each month during the museum’s 2022 season.

Desert Foothills Library and Foothills Food Bank Team Up to Provide Books to Families in Need
Desert Foothills Library has teamed up with the Foothills Food Bank to provide 500 books to children and families in need. Books will be given to K-12 children through the Foothills Food Bank’s snack pack program for students experiencing food insecurity. Books will also be distributed in family food boxes during weekly food pick-ups.
Both the Desert Foothills Library and the Foothills Food Bank believe that there should be no barriers to literacy and access to books. Every home should have the opportunity to build their own home library. According to the US Department of Education, sixty-one percent of low-income families have no books at all in their homes for their children. Having books in the home and hearing stories read aloud plays a significant role in academic success. Through this program, children in our community will be able to open up new worlds of possibility through the printed word.
This project is made possible through an Arizona Reading Program: Build a Home Library 2021 grant from the Arizona State Library.

Jubilate Conservatory of Music Fall Semester Classes

Jubilate Conservatory of Music, a school of classical music, where young students learn to read and write music, begins in-person music classes in September. The Fall Semester lasts fourteen weeks. Violin, viola, cello and choir will be instructed in an after-school format. Online lessons and classes will continue with a particular favorite, Online Collaboration, where students work together online to create a music video. Sonoran Desert Story & Stroll, An Interactive Nature Series

Join Desert Foothills Library and Desert Foothills Land Trust as we explore our amazing Sonoran Desert through this interactive nature series. Each session will feature a children’s book inspired by the desert that will be read by the author themselves. After the reading participants will help bring the book to life with a creative activity followed by a guided nature walk* through the Land Trust’s beautiful Carolyn Bartol Preserve located right next to the library on top of Saguaro Hill.
Follow Agent H20’s spirited romp through the water cycle in this charming story that brings the science of our natural world to life. Author and award-winning illustrator, Rita Goldner shares her story of Agent H20’s fun journey and antics while eluding his nemesis, Scummy Pollution. Following the book reading you will get to craft your own tale about the characters by creating a zine (tiny book) and then join your guide for a stroll in the real Sonoran Desert to see first-hand how the water cycle affects our lives and the natural world all around us.

Foam Gingerbread House Building

Desert Foothills Library has teamed up with the Foothills Food Bank to provide 500 books to children and families in need. Books will be given to K-12 children through the Foothills Food Bank’s snack pack program for students experiencing food insecurity. Books will also be distributed in family food boxes during weekly food pick-ups.
Both the Desert Foothills Library and the Foothills Food Bank believe that there should be no barriers to literacy and access to books. Every home should have the opportunity to build their own home library. According to the US Department of Education, sixty-one percent of low-income families have no books at all in their homes for their children. Having books in the home and hearing stories read aloud plays a significant role in academic success. Through this program, children in our community will be able to open up new worlds of possibility through the printed word.
This project is made possible through an Arizona Reading Program: Build a Home Library 2021 grant from the Arizona State Library.

Jubilate Conservatory of Music Fall Semester Classes

Jubilate Conservatory of Music, a school of classical music, where young students learn to read and write music, begins in-person music classes in September. The Fall Semester lasts fourteen weeks. Violin, viola, cello and choir will be instructed in an after-school format. Online lessons and classes will continue with a particular favorite, Online Collaboration, where students work together online to create a music video. Yoga Fusion

Please join Elizabeth Boisson for an intermediate-level course of Yoga Fusion on Thursdays from 12:00-1:00 pm! We will start with breathing exercises, go through a series of stretching movements to open our hearts and our hips, and then move into Vinyasa or Flow yoga and several standing sequences, including balance exercises. We finish with 5 minutes of Savasana at the end of class.

Sonoran Desert Story & Stroll, An Interactive Nature Series

Join Desert Foothills Library and Desert Foothills Land Trust as we explore our amazing Sonoran Desert through this interactive nature series. Each session will feature a children’s book inspired by the desert that will be read by the author themselves. After the reading participants will help bring the book to life with a creative activity followed by a guided nature walk* through the Land Trust’s beautiful Carolyn Bartol Preserve located right next to the library on top of Saguaro Hill.
Follow Agent H20’s spirited romp through the water cycle in this charming story that brings the science of our natural world to life. Author and award-winning illustrator, Rita Goldner shares her story of Agent H20’s fun journey and antics while eluding his nemesis, Scummy Pollution. Following the book reading you will get to craft your own tale about the characters by creating a zine (tiny book) and then join your guide for a stroll in the real Sonoran Desert to see first-hand how the water cycle affects our lives and the natural world all around us.
*Sun protection and closed-toe walking shoes are recommended for the guided tour

Foam Gingerbread House Building

Construct your own Gingerbread House without the difficulty of the frosting not holding up the walls! Kits will be provided for you to build and decorate a Gingerbread House to your own specifications, with extra foam and jewel pieces available for increased ornamentation. Since these Gingerbread Houses won’t be edible, there will be other snacks for participants.

Learn how to make gorgeous and quick collage papers using a soft Gelli plate. This is an introductory class for learning how to make Gelli prints. Mimi will be teaching other classes based on what you learn in this class, so when you sign up, you will be eligible to take her future classes, such as notecards and envelopes (in Jan.), journals, and many other art projects.
