NOTICE OF REGULAR MEETING
OF THE CAREFREE TOWN COUNCIL
LOCATION - 34250 N. 60TH STREET, BUILDING B, SCOTTSDALE, AZ 85266
WHEN: TUESDAY, FEBRUARY 7, 2017
WHERE: FCF - HOLLAND COMMUNITY CENTER, QUAIL ROOM
TIME: 5:00 P.M.
Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Town Council of the Town of Carefree, Arizona and to the general public that the members of the Town Council will hold a meeting open to the public at the Foothills Community Foundation Holland Center Quail Room located at 34250 N. 60th Street, Building B, Scottsdale, Arizona 85266.
For any item listed on the agenda, the Council may vote to go into Executive Sessions for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.
The agenda for the meeting is as follows:

One or more members of the Council may be unable to attend the meeting in person and may participate by technological means or methods pursuant to A.R.S. §38-431(4).

All items listed hereunder are considered to be routine by the Town Council and will be enacted by one motion. There will be no separate discussion of these items unless a council member so requests, in which event the item will be removed from the consent agenda and will be discussed separately:
ITEM #1 Approval of the January 3, 2017 Town Council Meeting Minutes.
ITEM #2 Acceptance into the public record of the January, 2017 paid bills.
ITEM #3 Acceptance of the cash receipts and disbursements report for December, 2016.
ITEM #4 Approval of the Application for Special Event License for Our Lady of Joy Catholic Church on Monday, March 19, 2017 from 11:00 a.m. to 4:00 p.m.
ITEM #5 Approval of the Fair/Festival License for Scott Dahmer and Aridus Wine Company in conjunction with the Thunderbird Artists Wine and Fine Art Festival March 17 – 19, 2017 from 10:00 a.m. to 5:00 p.m.
ITEM #6 Approval of street closures for Thunderbird Artists’ 24th Annual Carefree Fine Art & Wine Festival Friday, November 3 through Sunday, November 5, 2017 from 10:00 a.m. to 5:00 p.m. with set-up beginning November 2nd at 5:15 p.m. and tear down on November 5th at 5:15 p.m. Road closures include Hum and HoHum Road, Easy Street, Sundial Circle and part of Sunshine Way as shown in the attached map.
ITEM #7 Approval of changed monthly meeting dates for the Carefree Town Council in April and July 2017 due to conflicts and legal holidays and setting the Regular Monthly Meeting of the Carefree Town Council meetings for April 11, 2017 and July 11, 2017.
REGULAR AGENDA:
ITEM #8 Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.
ITEM #9 Current Events.
ITEM #10 Review, discussion and possible action for the appointment of an applicant to the vacant seat on the Planning and Zoning Commission. The applicants are:

Joseph DeVito Stephen Hatcher Elena Pavlova
ITEM #11 Review, discussion and possible action to approve a professional service contract with Mike Uhler, Kenneth C. Bartels and Associates, Inc. to create tenant improvements plans for the Town Council Chambers located at 33 Easy Street, Carefree.
