Greg Crossman reported that the existing 1 million gallon "hub" water storage tank (WST) is completely buried underground and re-landscaped. It will be used as the template for the new 300,000 gallon tank that will be located off of Tom Darlington Drive near the entry monument into Carefree. The "hub" tank is located by the other entry monument on Pima Road, and the nearest residential neighbor would be surprised to learn it's there. Below is a photo of the "hub" WST.

Below is a photo of the 300,000 gallon above ground WST, comprised of two 150,000 gallon tanks. It is located on Ridgeline Road at the highest point in the Carefree water system, near The Highlands, in a neighborhood with high end homes.

These WSTs are not huge industrial facilities.

The Acquisition Area, also called the Carefree Service Area (CSA), contains the areas of Carefree that are currently served potable water by the Town of Cave Creek. The CSA neighborhoods A, B, and C are outlined in red. The Carefree Water Company (CFWC) service area is outlined in blue.
The engineering company Coe & Van Loo (CVL) was hired to do the study in mid 2018. The Town asked if additional water storage would be needed. CVL generated a complex computer modeling to answer that question, using every pipe, well, pump, water reservoir, etc. in both water systems. It addressed peak demand, fire protection, and future growth. The answer was yes, for "re-balancing" the system to supplement the 500,000 gallon tank to supply water to the town commercial core, Neighborhood A, Neighborhood B, about half of Neighborhood C, and The Boulders. The northern remainder of Neighborhood C would be serviced by the 300,000 gallon reservoir near The Highlands. It was determined that an additional 300,000 gallon WST would be needed.
It was determined that the elevation needed to deliver the water flow was 2325. Below that elevation it would require pumping, which creates unnecessary energy costs, capital expenditures, and noise. There would be higher life cycle costs. Pumping also creates a weak point in the system. If there is a power failure, it results in outages. Required redundancy in a pumping station incurs additional capital and maintenance costs. The typical life cycle of a pumping station is 10 years. The typical life cycle of a WST is 50-75 years. An elevation above 2325 over-pressurizes the system, requiring more pressure reducing valves. A location further away requires longer pipes.
The site selection criteria were the proper elevation to support gravity feed, a vacant/undeveloped parcel, proximity to a large transmission main (a 10" transmission line runs through the parcel in the Boulders), a non-residential access point for construction and maintenance, non-residential construction of a feed line and a discharge line, and topographic and geologic challenges. 32 sites were considered. Below is the site screening matrix.
The site selection criteria were the proper elevation to support gravity feed, a vacant/undeveloped parcel, proximity to a large transmission main (a 10" transmission line runs through the parcel in the Boulders), a non-residential access point for construction and maintenance, non-residential construction of a feed line and a discharge line, and topographic and geologic challenges. 32 sites were considered. These 6 sites were visited by the Town and the engineers. 5 were felt by the engineering team to have significant topographic issues and a higher potential for geographic challenges. A Topographic/Geology Note read: Note PA (216-33-451 B)-Border HOA lot that is part of Boulders gated community. Moderately undulating topography with some small washes. Sizable gently sloping area just east of Tom Darlington. General fall about 3.8% to the south/southwest. Access to Tom Darlington. Distance to Black Mountain encouraging. Rock outcropping to the north. Recommended for further geology/geotechnical work.
The Town then hired the firm of Ninyo & Moore to perform a geological investigation. They drilled 6 bore holes. The results were very favorable.
Below is an overview of the parcel, which is outlined in aqua. It is adjacent to Tom Darlington Drive. There are 3 residences nearby, and the Town is being very sensitive to them. One is buffered by the house to the west and by Sagebrush Lane. The purple east/west line is the border with Scottsdale. To the north of the parcel is the continuation of the open space parcel and the rock outcropping. To the south is the Boulders golf course, and to the east is a Boulders residential area.
