With Vice Mayor John Crane, and Council members Cheryl Kroyer and Stephen Hatcher attending in person, and Tony Geiger attending by phone, Town Engineer Mark Milstone explained that as part of the Capital Improvement Program the Town would inventory the downtown signage. So, back in February the Town put out Request for Proposals (RFP) for consultants to perform that inventory. There were 4 responses.
Mr. Milstone had a list of requirements:
1. A sticker on the back of signs with an identification number
2. Type of sign
3. A Manual of Uniform Traffic Control Device, which is the "Bible" for traffic engineers around the country for signage and stripping
4. Height of seven feet above the edge of the pavement, as per law
It is important to have a sign inventory because it will help the Town place, remove, replace, and purchase traffic, warning, and guide signs placed in public thoroughfares throughout the town more efficiently. This has never been done before. It will be done professionally once, then updated annually by the Town staff. He asked the Council to approve the RFP from Engineering Mapping Solutions (EMS) in coordination with Y2K, the engineering firm that goes out into the field with a Google vehicle and takes pictures to create a database of the coordinates, which it passes along to EMS.
He chose EMS because they had the most responsive RFP, given the organization's approach, the scope of work, and the attributes they submitted. They went above and beyond what was requested. Their proposal came in at $13,500. The fiscal year 2022/23 Capital Improvement Line Item for this work was budgeted at $15,000. Since this work is only being done on public thoroughfares, no residential gate codes are required. EMS expressed the willingness to hold the cost even though the expiration date had expired.
Mr. Hatcher asked if the Town would get the software program to utilize the data and manage it going forward. Mr. Milstone explained that it's not a software program, it's a visual system where one clicks on a map to see the location of each sign. There is a way to make corrections if there are changes or errors before it is finalized. Mr. Hatcher asked if each sign is numbered or otherwise identified, which Mr. Milstone confirmed.
The motion to accept the RFP from EMS was approved unanimously.
