Vice Mayor John Crane explained that Sky Ranch is a private airport that was granted a Special Use Permit (SUP) from the Town of Carefree in the early days. The SUP called for the establishment of a community relations committee, the Sky Ranch Community Advisory Committee (SRCAC), with at least 3 representatives from the airport and 2 from the Town, and laid out rules for that committee. 3 candidates applied to fill 1 vacancy. Since all 3 were very qualified, the remaining member representing the Town decided to step down, leaving 2 vacancies.
Candidates Steven Hehta, Tom Sanders, and Dusan "Duke" Vukotic were invited to speak about their qualifications. All 3 of them had extensive experience and credentials in aviation, and each was enthusiastic about the opportunity to serve.
Mayor Les Peterson said a goal of the Town is to encourage residents to participate in the Town's decision making processes and governance. He noted that there were 3 outstanding candidates and said he would like to appoint all 3. The Vice Mayor reiterated that the rules specified "at least", and that it was within the scope of the rules to appoint more than 2 from the Town.
He explained that the committee meets quarterly, and the mission is to ensure that the relations between the airport and the residents remain smooth. In communities with airports where the relations do not go well, it's a real problem. This committee is dedicated to resolving any issues that arise, making sure the residents understand what's allowed and what's not, and the pilots understand how to behave.
Councilwoman Cheryl Kroyer questioned whether it required an odd number if there were a vote taken. She was told that this committee only seeks to bring issues to a resolution of problems through discussion. If resolutions are not reached successfully in this manner, the issue is turned over to the airport manager. Ms. Kroyer agreed that all 3 of the men were well qualified and favored appointing all 3.
Councilman Stephen Hatcher asked if the issues came to the Council to approve the resolution. Vice Mayor Crane replied that the committee works it out without Town Council involvement. Mayor Peterson added that those running the airport are very cooperative and it had never gotten to the point where heavy handed approaches were required.
Kandace Conteras pointed out that a first motion to appoint 3 members to represent the Town would be required, and a second motion to approve the appointments of the 3 candidates would be required. Both motions were unanimously approved.
