At the July Council meeting, Councilman Gene Orrico questioned the item on the Consent Agenda concerning the year-to-date marketing expenditure of $654,149. Gary Neiss pointed out that $714,847 had been budgeted for marketing in the 2019/20 Fiscal Year (FY), and that Mr. Orrico was looking at the expenditure line. Many of the expenditures were attributed to the Pumpkin Festival in October of 2019. The Town' FY runs from July 1st to June 30th, so October, 2019 was part of the current FY. He added that there were revenue offsets of $413,322 in association with the Pumpkin Festival, due to the cost recovery model in place, which were an offset to the marketing department. He noted that this revenue offset number could be found under Special Event revenues in the Council packet.

During the Acceptance of the Cash Receipts and Disbursements Report for June at the August Council meeting, the last such report for the 2019/20 FY, Mayor Les Peterson stated that the FY sales tax revenue (STR) was down by 6.21%, which was outstanding when taking into account the Covid19 forced shutdowns that began in March and extended into June. Until the shutdowns, the STR had been running very positive. Despite the loss of significant STR in the spring, the Town was still able to contribute $600,000 to the reserve fund, even with making substantial investments in roads and water during the FY.
