Thanks Lyn,
Sorry to hear about Angel’s passing. We lost two laso aphsos a while back and we miss both to this day.
I appreciate Gary’s response. Concerning Gary’s comment about other communities sharing water resources, I am aware that Prescott provides water to certain portions of Chino, a separate community, not sure whether it is under a IGA agreement or not.
Have a happy Thanksgiving.

Lyn:
I am not sure if I want to exacerbate the exchanges since Gary Neiss has done such a great job with his explanations.
However, I would like to respond to comments about Maricopa County and AZDEQ. I learned about CC Water not meeting Federal Standards for NOCs (Naturally Occurring Organic Compounds) from your Carefree Truth e-newsletter. Not having received any notice from CC Water, I recall calling you to determine where you obtained the information. You responded, telling me that you had received a copy of the notice from an enclosure with your billing statement.
I had learned that NOCs could be harmful, especially to older adults or those that had a compromised immune system. If I recall correctly, there was a Carefree resident, using Cave Creek Water, whose spouse had been subjected to Agent Orange from Vietnam service and was also concerned. My gray matter (if it is still working) tells me that high levels of NOCs is a result of the disinfection process using chlorine, there are additional concerns with THMS.
Since I had signed up for paperless billing, I was not getting any mail, nor enclosures. I contacted CC Water by email and was provided with a PDF scan of the notice. I subsequently asked CC Water why I had not received a notice, either through their e-billing system of through the mail. Both Maricopa County and AZDEQ were cc'd on my email messages. Neither responded; that is not to say they didn't act. Shortly after the email exchange I was advised by CC Water that they had revised their e-billing system to include any required notices. I have not received any notices recently, which I hope is good news and not a failure on CC Water's e-billing system.

Good morning Lyn
What happened to downtown Carefree in the last 6 months with regards exterior paint codes? I returned to my home in Carefree I built in 2006, drove to the to the Sundial, and not only was the Sundial Cafe closed (Tyrannical gov't restrictions causing business closures ) but it was painted ICE WHITE and stuck out like a sore thumb, completely out of character to the rest of Carefree's desert tones, and then, AND THEN I drove over to the Post Office and found the Town Hall painted in off-white.
As much as I hate most gov't control and regulation, the reason I built in Carefree 15 years ago, WAS partially because of zoning and building codes which kept Carefree easy to look at and open spaces avoiding everyone being smashed together...and maintaining a blended look of the desert. What is happening to the unique character of this very special community? " Change "....is it really good or necessary when it doesn't need to be changed?
If you know the reason behind allowing these code changes, and who was behind them, please enlighten me.
Very best regards, and Happy Thanksgiving,
A. Bard Boand
In the late 1990s, Carefree attempted to restrict the color of exterior paint and was sued. The Court determined that Carefree did not have the legal authority to restrict paint colors. On the other hand, homeowners associations through their independent CCR’s may restrict aesthetics such as paint colors. Carefree does have some design guidelines to encourage more contextually appropriate designs; however, they are not legally binding documents such as a HOA CCR’s.
As a result, there are countless residences painted white throughout the community and buildings within the Town Center such as Spanish Village and other office building which are white. Carefree’s Town Hall (8 Sundial Circle) has not changed its color. It has been the same color for years.
Consistent with the desires of these other private property owners the new owners of the Sundial Café chose to change the exterior building color to white.
Gary Neiss
Gary and Lyn,
Thank you for your reply and giving me the background. I took exception to the recent change of colors ...away from traditional desert tones, because #1/ it does not fit the character of Carefree, and #2/ when I built my home at 7710 East Carefree Dr., in 2006, I was told by my the builder that the color had to fit town regulations. I would have picked the same color anyway which does fit the character of the town, but when I saw the ice white Sundial Cafe, I thought what is happening to my beautiful town where everything blends in nicely, and why isn't the new owner of the building held to the same standards.
Your explanation brings about my understanding, and I appreciate the time you Gary, and you Lyn took to give me the history and thinking behind this issue.
Keep up the good work, both of you.
Very best regards,
A. Bard Boand
