Gary Neiss noted that each Council member has an independent sphere of influence, depending on their past experiences and credentials, which helps define their thought process. A consensus must be built in order to identify and accomplish goals. Mr. Neiss suggested adopting Strategic Planning sessions every 2 years that include both outgoing and incoming Council members, in order to establish a direction going forward. The budget will be built on programs defined by these sessions.
Carefree's small businesses were impacted by Covid-19. Economic Development Director Steve Prokopek has been working with the businesses to help them, and he continues to work with them. The Town is putting on concerts every Friday and Saturday night, and we are starting to see participation from the restaurants. Collaboration and communications with residents will be improved.

Visioning workshop leader, Councilman Mike Krahe, began by asking each Council member to talk about their backgrounds. He then moved on to the Visioning agenda. The Town will take a holistic view of strategic planning. Vision and Mission statements will be generated. Strengths, Weaknesses, Opportunities and Threats (SWOT) will be analyzed. Key objectives for the next 12-18 months will be brainstormed to start moving on the strategic journey. Key objectives will be prioritized. Owners and high-level timelines will be assigned to each key objective. The budget process will be aligned to the key objectives.
