Interesting comments by Mr. Hitchon, specifically regarding residents ascribing to differing opinions, perception management and differing views on the best approach to land use planning.
But that's the great thing about America. We can disagree on topics, policies, etc. without fearing ridicule, name calling, etc. –well at least in theory. That concept seems to have eluded some.
Specific to perception management, in addition to the belief that if one repeats information often enough it will be perceived as real, I should point out that perception management is also a practice of reinforcing what are already existing beliefs and biases.
Specific to comments about brown shirts, green shirts, east and west Carefree, I must admit that in my 30 years of living in Carefree and my 20 years prior living on the north boundary of Scottsdale and visiting Carefree on a weekly basis during that time, I have yet to observe a bunch of Carefree residents running around town in brown and green shirts—common wear seems to be a diversified set of apparel, many very colorful. I also haven’t observed any signs that establish west/east boundary lines for Carefree.
Perhaps Mr. Hitchon, an apparently avid Photographer, (and a decent one) could provide some photos that show gangs of brown and green shirts roaming the town and a couple of photos of the signs informing when I am entering west Carefree territory.
As a postscript, Perception Management was “created” and continues to be applied by the military, various organizations, certain media, political candidates, bloggers and social media influencers and is defined as follows:
“ a strategic communication process that involves shaping and influencing how individuals or groups perceive certain information or events to achieve specific goals”. It is often used by organizations or governments to control public opinion and shape narratives to their advantage.

(Lyn's note: John, at one point, the group that has opposed everything made a point of wearing green shirts to council meetings, hence the "green shirts", and they still all sat and still sit together. If you go onto Carefree's website and watch the Tuesday council meeting and previous ones from the last year, you will see that group behaving badly. They are the ones who have created the east/west division in Carefree, starting with the water issue, and are still complaining about bringing those who were on Cave Creek water onto Carefree water.
As far as name calling, the "green shirts" excel at that. At virtually every council meeting for the past few years, members of that group have stood up at the podium, name calling and making false accusations. If someone stands up and says something positive, many of the green shirts interrupt and/or boo that person, and many sit there making rude faces. They are abusive to both council members and staff.)
