I appreciate Phil Corso’s comment about the new approach to paving streets. However for a different perspective have the town administrator or his representative walk the streets of Carefree Shadows. The Phase One paving is cracking and the surface is deteriorating by evidence of the excessive asphalt or microfiber gravel/pellets that are on those streets and in peoples driveway. One two occasions that same gravel has lodged between the brake calibers and the rotors which then required a trip to the mechanic and the expenditure to remove the pea sized gravel.
At a minimum the town staff should be monitoring the performance of the contractors and hold such to proper performance measures.

This product is being used throughout the desert Southwest and many jurisdictions throughout the Valley. The product is a wearing coarse that contains stone which typically gets pushed down into the surface of the asphalt. Some of these stones do become dislodged, and is typical of microsurfacing.
The project complied with all technical specifications and was inspected daily. All asphalt materials/treatments are subject to expansion and contraction which results in reflective cracking. All asphalt products will crack. Ensuring these cracks do not compromise the structural integrity of the street is why we do regular street maintenance cycles.
In summary, the product was applied and has performed to specifications. I understand the Town can not please everyone. The town has received a tremendous amount of positive responses to the recent treatment compared to the appearance prior to the treatment.

A very interesting report, thank you. I now have a better understanding of the City of Scottsdale’s cross walk on Scottsdale Road near Kierland. With all its lights and signs, it is difficult to miss.
If the Town of Carefree has a potential liability for not having clearly marked crosswalks, I have to wonder what potential Liability is faced by the Town of Cave Creek, but that their problem!
Keep up the great work that you and Dr. Herbie both do for the Town.

(Lyn's note: Thanks Arthur. I didn't include it but Cheryl Kroyer said she was trying to cross recently and the cars were whizzing by. She was pointing towards the crosswalk sign, and people were waving at her. It was a funny moment in an otherwise serious meeting.)
This is an excellent report and as usual the Town seems to be proceeding appropriately.
