Mayor Peterson explained that this agenda item would be a drawing to determine the order of the listing of the names of the candidates for the Carefree Council and Mayor on the ballot for the August 2nd Primary Election, in accordance with State Statute. In Phoenix, they rotate the names every 50,000 ballots, but since Carefree has only about 2,000 registered voters, and only a single precinct. It doesn't come up to those qualifications for rotations, so a drawing is the most equitable way.
Kandace Contreras drew the names at the meeting. She explained a little about the background. Each of the candidates were notified that this drawing would take place at the April Council meeting. Individual papers, folded exactly in half, with all the candidates' names were placed in a bowl. Since there are more candidates than seats, the best Statutory practice is to draw lots. She would report the results to the Maricopa County Elections Department after the meeting so they could begin the draft ballot. They send a draft ballot to all the candidates so they have the opportunity to confirm that everything is as shown at that night's meeting, as well as checking the spelling of their names. Town Attorney Mike Wright wrote the names down as they were drawn from the bowl.
Councilwoman Cheryl Kroyer thought that this method had not been used in previous years. Ms. Contreras replied that it had been used for at least 10 years. She went back in the records, as well as checking with her predecessor, Betsy Wise, to confirm that. If there are only enough candidates running to fill the seats, or if there are only 1 or 2 extras, it does not become an issue. This has often been the case in Carefree. But this time there are 11 candidates, so the drawing became a requirement.
Names were drawn in the following order and will appear on the ballot by seat:
