During Call to the Public, John Mattes stated that after the Public Safety Advisory Committee (PSAC) meeting the previous week, there was a renewed Section 5 recommendation on a financial consultant to help move the Town forward for an automatic aid department and how to fund it. On the new Council agenda posted on 1/30/22, 111 pages, said there is now $1.5 million dollars for fire protection professional services. A professional consultant would have to be hired to find the monies for automatic aid, and that is apparently now earmarked. He didn't recall any public meetings on that. The economy isn't doing so great. He didn't know where the money was going to come from for the proposed items.
The definition for automatic aid is for a fire agency to apply, not a city or town, to the Metropolitan Phoenix Automatic Aid Participant. It expands their jurisdiction over 5 square miles. Carefree is 9.2 miles. They must take the expansion to the full Central Arizona Life and Safety Council for review and determination if the area and participant is adequately covered in that area, and to provide necessary system enhancements to apply. It's a rather important part, and he didn't know if anyone was aware of that.
If you apply for auto aid, you have to bring something to the table. What is it for Carefree that hopefully we would be told by an agency that is actually going to contract with Carefree, whoever it is. They would also be able to show what equipment they would need and what the requirements are for that equipment. He didn't think a financial consultant or a fire consultant were needed to tell Carefree that. That would be from the person you would be contracting with.
He noted that Carefree now has a 4 story building. There is no ladder rig in Rural/Metro (R/M). There are in auto aid. Phoenix, Scottsdale and a number of other communities have one. He thought Daisy Mountain has one too. R/M has no HazMat unit. Carefree has an airport and a gas station. HazMat can be a variety of things.
And as of last night, they don't have a mutual aid agreement with Scottsdale. The only mutual aid is with Phoenix for 1 mile out of Phoenix's jurisdiction. It seems that a rather dire situation could occur. And where are Carefree's insurance rates going to go now that we have a fire service that doesn't seem to be able to take care of the buildings in town and situations that could arise? That's a bad precedent to set if something happens.

John Traynor said that Council members Crane, Geiger, Johnson, and potentially one other, at some point, in some way, will materially financially benefit from from a project that the Town has on the table. All have taken an oath of office and agreed to a Carefree Code of Conduct. Mr. Traynor finds it unconscionable and immoral for those people to be permitted to vote and discuss those projects.
Disagreeing with Council actions and their decisions is not political commentary. In some towns, cities, and states in this nation, it's still a matter of free speech and a Constitutional right. Some local newspapers used to honor that right. Perhaps one of them should remove their website. The Sonoran News was founded in 1995 as a community watchdog. The paper has remained true to its mission, dedicated to exposing corrupt local, county, state, and national business and current political practices. Apparently no longer, suppression of free speech being fashionable on social media and even in some parts of this nation. Not in Arizona.
