During Call to the Public, Charles Reaux encouraged the Council to move posthaste to bring those residents who are currently serviced by the Cave Creek Water Company over to the Carefree Water Company so they could be better represented. Mayor Les Peterson assured Mr. Reaux that they are absolutely doing their best to move that forward.

Mayor Peterson reported that the past Fiscal Year (FY) ended on June 30th. Town accountant Jim Keen has been preparing figures for the upcoming annual audit. Sales tax revenue was up 7.6%. The interest on the Reserve account has risen steeply over the past 3 FYs. The Town earned $22,000 in the FY ending in 2017, $71,000 in the FY ending in 2018, and $236,000 in the just ended 2019 FY.
Approximately $1 million was spent on capital improvements, primarily on water and streets, in the past FY. Roughly 1/3 of the streets were covered in the ongoing comprehensive maintenance/improvement project that will cover all of the public streets in Carefree over the next few years. Carefree was able to save approximately $300,000 by coat-tailing on Scottsdale's streets project, using the same methods and contractor, thereby taking advantage of the economy of scale. The contractor extended the same prices to Carefree that they gave to Scottsdale. The Mayor thanked Town Administrator Gary Neiss for leading the effort to secure these savings.
$1.2 million was added to Carefree's unrestricted Reserve account, bringing the total to $10.1 million at the end of the fiscal year. The purpose of building the Reserve Fund is to invest the money judiciously for the benefit of Carefree residents. Investments will continue to be made in infrastructure projects to improve streets, water, and pedestrian crosswalks, and to purchase equipment for the Public Works Department and the Fire Department. The Mayor noted that this was a very, very positive conclusion to the past FY. Councilman Vince D'Aliesio asked if this is the highest the reserves have ever been, and Mayor Peterson said yes.
