Greg Crossman explained that there would be minimal issues when installing the utility equipment in an open air environment. Placing the equipment underground would be unnecessary based on the planned buffering between the equipment and the residences. There would be significant worker safety issues if the equipment were to be installed underground, which is why OSHA has stringent confined space requirements in place. The dangers to workers in confined underground vault spaces include the possibilities of inundation/drowning or electrocution in a water environment. In confined underground spaces, combustion exhaust from the generator and/or chlorine fumes can accumulate. Lack of oxygen is also a concern.
This has been determined to be an excellent site for the water storage tank (WST). The Town has listened to and is protecting the neighbors. Public comments were read with claims about the validity of the site and about opposition to the site, as well as comments from those on Cave Creek Water with complaints about the quality and long term reliability of that system.
The recommendation to place the WST in this location comes from the engineering team, which is headed by Mr. Crossman. He and the rest of the team fully support this recommendation. He truly believes, based on his expertise and the investigations that have been done, that this is the best location to place the WST. It does not come from Mayor Peterson. It does not come from Gary Neiss.
Experienced independent consultants Coe & Van Loo were used for many months to plan out this site. Mr. Crossman has 8 years knowledge of the system from serving as the General Manager of the Carefree Water Company (CFWC), and has been studying the acquisition area for 4-5 years, as well as drawing on the CFWC staff with 20+ years of operator knowledge. Based on this, he believes this site provides the greatest public good and the least private injury.
Mayor Les Peterson thanked Mr. Crossman for his excellent presentation. He reiterated 3 points in the form of questions. 1. This property and location is necessary? 2. The engineering team considered other locations and deemed this one to be the optimum site? 3. The engineering team has taken into account the land use and the impact on the neighborhood? Mr. Crossman answered yes to all 3 questions.
