Thank you for all that you are doing as an intervenor in Liberty Utilities rate case.
As one who worked with RUCO many years ago, I know that it takes an awful amount of time.
A copy of this message is going to the President of the Canyon Creek Homeowners Association and the HOA’s property manager.
FYI, CCE HOA has 23 lots, 22 of which are fully developed, the remaining lot has no structures and no hook-up to the sewer system.
I sent an email message to the HOA’s membership asking if there was any support to join in opposing Liberties’ rate increase and received 12 in support. 50% of 22 is 11, so I have a majority plus one.
Perhaps I am being too patriotic, but it bugs me when a Canadian entity can come into Arizona and take advantage of the AZ Corporation’s past practices of allowing a fair return in its investment to fail to do its best to minimize its business expenses. Algonquin Power & Utilities, through Liberty, acquired various utility providers (Gold Canyon and others) and subsequently filed for rate increases. Algonquin seeks investors who are looking for a good rate of return. Below is a tag from its website:

This is followed by:
141% Cumulative 5-Year Total Shareholder Return (TSX) As of December 31, 2020.
As you have previously reported, Liberty seriously overspent on the de-commissioning of the Boulders pumping station and subsequent re-connection to the Scottsdale sewage system. Liberty possibly could have saved money by connecting to the Cave Creek Sewer system, which I understand in running at less than 50%, but I am not smart enough to know amounts. Obviously, connecting to Cave Creek would have required a longer run.
Please add Canyon Creek Estates to your list of objectors to Liberty’s rate increase application.

(Lyn's note: Arthur, thanks for taking the time to get involved in this issue. It seems like an endless battle on these things but it’s worth the effort. I am in the process of polling our Sentinel Rock HOA owners, and so far have an overwhelming number of yes responses and none that are opposed, so I'm guessing we will be joining as objectors too.
I did want to provide clarification on one point you made. They did try to get Liberty to run the sewer pipe from the Boulders to the Cave Creek WWTP and Liberty was open to the idea. The problem was on the Cave Creek side. Even thought their plant was running at less than 50% capacity and they were subsidizing it to the tune of $2,000,000 per year from the general fund, they would not come to the table.
Liberty had an agreement with Scottsdale that allowed them to buy the required plant capacity for $1,200,000. This was a one time buy-in. They told Cave Creek what the price was from Scottsdale and Cave Creek insisted they had to get $3,600,000 for the same amount of capacity. Obviously Liberty had no choice but to go to Scottsdale. A real missed opportunity for the Town of Cave Creek.)
