Gary Neiss explained that 3 years ago, Carefree was struggling with escalating insurance costs. The private market rates were increasing approximately 20% annually for small organizations like Carefree. Insurance pools required a minimum number of employees and Carefree did not meet that minimum. Then the Town came across the Rural Arizona Group Health Trust (RAGHT), in which Carefree qualified. It is still the smallest member. RAGHT has accepted 6 more members since Carefree joined. It is a very stable trust.
There was no rate increase the first year. There was a 9% increase the second year and there will be a 9% increase this year, but it is a lot better than the alternatives. RAGHT gives a sense of security and the expectation that its rates for the employees will be consistent.
Mr. Neiss said that he sits on the RAGHT board. They go over the census of respective members at the annual meetings and set the rates. It's a very transparent process. He is very confident that this is the best method for an organization the size of Carefree's to get the most competitive rate. He is very pleased with RAGHT.
Approval by the Council would extend Carefree's membership for 5 years. Councilman Stephen Hatcher asked if Carefree would be locked in for 5 years. Mr. Neiss confirmed that the Town would be locked in for 5 years. The motion to extend the membership in RAGHT passed unanimously.
