"Thomas Jefferson said a democracy is dependent on an informed citizenry. I don't care whether it sounds corny or not. It's the truth." -Jim Lehrer

During Current Events, Mayor Les Peterson reported that there have been discussions about traffic control at previous meetings. Since then, he has met with Maricopa County Sheriff's Office (MCSO) Captain Brandimarte. The Captain has directed his District 4 traffic control cars to focus on Carefree, overlapping into Cave Creek. They have been focusing on Stagecoach Pass and on Cave Creek Road. The Mayor has seen them pulling people over in both places. MCSO says that traffic control is the #1 issue around the Valley. Carefree is actively working on this, and is looking at a number of alternatives to supplement the police. An additional MCSO patrol is scheduled to begin on October 1st.

Vice Mayor John Crane reported that Veterans Memorial Monument Committee leader Mike Ferrell said the crane would be placing the 3 stone slabs at 9 AM, Wednesday, August 26th. The heaviest weighs around 3.5 tons. The pavers and benches would be installed a couple of weeks after that, to complete the project.
Cave Creek resident Devin Smith, from Boy Scout Troop #304, has installed the 20' tall flag pole as his Eagle Scout project, with help from the Peoria company Flagpole Today, which donated the U.S., MIA and POW flags. It gives the location of the Monument a point of reference. It looks great. Councilwoman Cheryl Kroyer agreed that it looks great.

The Vice Mayor also reported that 2020 Census enumerators are out on the streets now, going to the homes of those who have not yet participated in the census. He encouraged Carefree residents to go online or mail in their census form, or someone will knock on their door in the heat of the day. It is quicker and easier to do this on your own. The website is www.my2020census.gov. It is important to complete the census because about 25% of Carefree's revenue comes from higher levels of government, and it is based on the community population over the next 10 years. It is critical to be counted. (Lyn's note: You can click on the box below and it will walk you through how to fill out the census online.)

Councilman Stephen Hatcher asked if there was updated information about the crosswalks. Councilwoman Cheryl Kroyer reported that the Town and the engineering company are trying to get grants. Revenue was down due to Covid, and they had always intended to seek grants to help pay for the crosswalk improvements.
Gary Neiss added that Carefree is working with the Maricopa Association of Governments (MAG) to find grants for which Carefree would qualify, but the regional grants are focused on the level of fatalities at certain intersections. Fortunately, there have been no fatalities at the crosswalks in Carefree. But it makes it difficult to find grants that only look at issues like ours, where some of our population is older and cross the street slowly. This segment of the population would be greatly aided by the mechanical equipment suggested to improve the safety of Carefree's crosswalks. The traffic engineers plan to walk each of the crosswalks with members of the Council when the weather becomes cooler to explain their suggestions for each location. This was scheduled to occur last spring, but was delayed by the Covid shutdowns.

Councilman Mike Krahe noted that he had been working on the Desert Foothills Leadership Program for the past 2 years, and was pleased to report that it is moving forward in concert with the Chamber of Commerce and the Foothills Community Foundation. They have reformed the group and hope to launch the program in January, 2021. They will be reaching out for marketing, etc, over the next couple of months. Dr. Krahe believes this will bring a tremendous value to the desert foothills as it relates to leadership development.
