NOTICE OF REGULAR MEETING
OF THE CAREFREE TOWN COUNCIL

TIME: 5:00 P.M.
Pursuant to A.R.S. 38-431.02, notice is hereby given to the members of the Town Council of the Town of Carefree, Arizona and to the general public that the members of the Town Council will hold a meeting open to the public. For any item listed on the agenda, the Council may vote to go into Executive Session for advice of counsel and/or to discuss records and information exempt by law or rule from public inspection, pursuant to Arizona Revised Statues §38-431.03.
The agenda for the meeting is as follows:

One or more members of the Council may be unable to attend the meeting in person and may participate by technological means or methods pursuant to A.R.S. §38-431(4).
PLEDGE OF ALLEGIANCE
SWEARING IN CEREMONY – Introduction and taking of oaths for the newly elected Mayor and council members.
CONSENT AGENDA
All items listed hereunder are considered to be routine by the Town Council and will be enacted by one motion. There will be no separate discussion of these items unless a council member so requests, in which event the item will be removed from the consent agenda and will be discussed separately:
ITEM #1 Approval of the October 2, 2018 Town Council Regular Meeting Minutes.
ITEM #2 Acceptance into the public record of the October, 2018 paid bills.
ITEM #3 Acceptance of the cash receipts and disbursements report for September, 2018.
ITEM #4 Approval of an Application for Series 12 Restaurant Liquor License for Keeler Neighborhood Steakhouse located at 7212 HoHum Road, #5, Carefree, AZ.
ITEM #5 Approval of a Farm Winery Fair/Festival License Application for John McLoughlin and Odyssey Cellars in conjunction with the Thunderbird Artists Art and Wine Festivals on the following dates:
January 18 – 20, 2019 from 10:00 a.m. to 5:00 p.m.
March 1-3, 2019 from 10:00 a.m. to 5:00 p.m.
ITEM #6 Approval of an application for Remote Tasting Room liquor license for Renea Deanne McQuiggan and Elysian Desert Distilleries located at 100 Easy Street, Suite 2 in Carefree.
REGULAR AGENDA:
ITEM #7 Call to the Public: Consideration of comments from the public. Pursuant to Section 2-4-7(G) of the Town Code and A.R.S. 38-431.01(H), those wishing to address the Council need not request permission in advance. The public may address the Council on matters not on the agenda. At the conclusion of an open call to the public, individual members of the public body may respond to criticism made by those who have addressed the public body, may ask staff to review a matter, direct staff to study the matter, reschedule the matter for further consideration and decision at a later date, or may ask that a matter be put on a future agenda. However, the Council may not discuss or take legal action at this time. Please limit your comments to not more than 3 minutes.
ITEM #8 Current Events.
ITEM #9 Review, discussion and possible action to accept the findings of the 2017-2018 Fiscal Year audit.
A representative from the firm of HintonBurdick, PLLC will attend telephonically.
ITEM #10 Presentation, discussion and possible action to authorize the Mayor to enter into a contract for professional services with CenterPoint Events to provide equipment, entertainment, food and beverage garden, media relations, social media coverage, lighting, security and support personnel for the Carefree Christmas Festival.
ITEM #11 Presentation by Beth Renfro regarding a snapshot report of the 2018 Enchanted Pumpkin Garden event.
ITEM #12 Presentation by Sarah Byrne from Rock the District regarding an overview of their April 26-27, 2019 “Rock the District” event.
ITEM #13 Review, discussion and possible action to approve Ordinance 2018-06, a request to rezone approximately 27 gross acres of land located at the Northeast corner of Carefree Highway and Cave Creek Road.
ITEM #14 Review, discussion and possible action to approve the pay the balance of the loan to Zion National Bank for the property located at 33 Easy Street, Carefree, AZ.
ITEM #15 Discussion and possible action to go into Executive Session in accordance with A.R.S. §§ 38-431.03(A)(3) and (A)(4) including discussion and consultation for legal advice with the attorney of the public body, and negotiations or discussion regarding potential contracts and negotiations.
