Mayor Les Peterson announced that former Carefree Mayor Ed Morgan passed away. His Memorial Service will be held on July 17th at the Desert Hills Presbyterian Church at 1 PM, with a reception afterwards.
The major accomplishments made during Mayor Morgan's term, recognizing that he had a very strong Council and Town staff, as we do now, had an immense impact on the character of the Carefree community today.
-The dirt parking lot was converted into the Carefree Desert Gardens. This was done with opposition from some.
-The Town acquired the private company providing water service for 70% of Carefree residents, and assured them of their ability to control their own water destiny, with a reliable source of clean water into the future. Mayor Peterson talked to Mayor Morgan 6 months ago. Mayor Morgan told him it was time to get this completed.
-The Town changed fire protection from an annual subscription based service to become a Town provided service.
Mayor Peterson thanked Mayor Morgan for his tremendous contributions to Carefree.
Councilman Vince D'Aliesio noted that, as the president of the Cave Creek Museum this past season, he learned of the action taken by Mayor Morgan in 1999, when the Desert Foothills community was pulling together to preserve Spur Cross Ranch. On behalf of Carefree, Mayor Morgan committed $100,000 towards that effort. As a thank you, then Cave Creek Mayor Vince Francia presented Mayor Morgan with a beautiful lithograph. Before his passing, Mayor Morgan and his wife Bobbie donated the lithograph to the Cave Creek Museum to be preserved. A lot happened behind the scenes that benefited the entire community, not just Carefree, like the preservation of the Spur Cross Preservation Area.
Vice Mayor John Crane dovetailed on what Mayor Peterson had said. People speak in hindsight of those 4 items 15-20 years later. That is truly the greatest testimony to what Ed Morgan did.

Mayor Peterson reported that valued Council member Mike Krahe has moved to Kentucky due to family matters, creating an opening on the Council. The Town is seeking a replacement for Dr. Krahe. He called on Carefree residents who are over the age of 18 and have lived here for a year or more, encouraging any who are interested to apply to fill this vacancy.
Vice Mayor Crane asked what the closing date is for submitting applications. Mayor Peterson replied that it would probably be in 3 weeks. Councilman Stephen Hatcher asked how it would be advertised. The Mayor said they would see how it had been done in the past. It would be advertised in COINS, the Sonoran News and other publications, and on social media.
The Mayor, having listened to what Mr. D'Aliesio said about what Ed Morgan did 21 years ago, placed emphasis on constructive past community involvement noting, "Ed was that kind of person. Some here are trying to make it better for all of us, as opposed to people who are 'one issue' and working against the town." That is not what he considered to be the community spirit that helps Carefree and the Desert Foothills area.

The selection criteria for Council members is as follows:-Understands the situations and desires of Carefree’s residents
-Has a vision for Carefree’s future, but is open to additional input
-Is prepared to comply with all applicable laws and policies affecting the operations of the town government
-Is independent, impartial and fair in their judgement and actions
-Will support what they believe to be the greatest good for Carefree residents, even in the face of public and personal criticism
-Will use the office for the greater public good, not for personal gain
-Will conduct public deliberations and processes openly, unless legally confidential, in an atmosphere of respect and civility
-Has an open and analytical mind
-Has a past history of constructive community involvement
-Is prepared to sign and abide by the Carefree Code of Conduct that dictates behavior toward each other, the staff, and the residents

Mayor Peterson announced that Ralph Ferro, a valued member of the Planning & Zoning Commission, suffered a stroke approximately a week ago and has had an infection. He has been in and out of the hospital. He will be undergoing physical therapy. The Mayor hoped he was doing better and wished him a speedy recovery.
