Kelsie Hughes thanked the Council for inviting her to speak about the second annual Veterans Charity 3 Miler. The event will take place on November 7th, the Saturday before Veterans Day. They have done well this year with fundraising and new sponsorships. As of the Council meeting, 22 participants had signed up for the race, including Vice Mayor John Crane. But they were expecting more racers due to a big push for the rest of October and into November. Those who prefer to can use the virtual event option. They will be sent a tee shirt, a participation medal, and can post photos. It is an outdoor event with plenty of room to spread out in the fresh air.
The Covid-19 response will include staggered start times for the 3 mile timed event and the 1 mile non competitive event, with groups limited to 20-25 people. Participants are encouraged to practice social distancing and to stay with their group or family. X marks will be placed 6' apart on the ground throughout the dirt parking lot behind Carefree Town Hall. There will be no cars or vendors, other than the one biggest event sponsor, in the parking lot this year. Participants will be asked to wear masks until their group starts. Masks and sanitation stations will be available. Volunteers at the sign-up, along the route, and at the finish line will be masked and will socially distance. The volunteers directing the participants along the routes will be wearing orange vests and have orange flags for good visibility.
There will be an extended sign-up time on race day, and the sign-up process will be expedited. Volunteers will do everything except swipe credit cards. People are encouraged to sign up early, which allows for no-contact delivery. Shirts and participation dog tags will be marked and bagged prior to the event for easy check-in and moving to open spaces. After participants finish, they will be thanked and encouraged to return next year, then asked to exit safely. Lingering in front of Town Hall will be discouraged, but people will be encouraged to visit shops and restaurants.
Councilman Stephen Hatcher asked how much money was raised last year. Ms. Hughes responded that they gave away $3,000 and were able to retain $3,000 to pay for this year's race. They have already raised $7,000 so far this year, which isn't counting money that will be raised from participants entry fees. Racers' entry fees normally would pay for the shirts, dogtags, timers etc. But they were able to secure pretty large sponsorships this year, and will be soliciting more from businesses that did well during Covid.

This is an all volunteer organization, which lets them write some pretty big checks to take care of our veterans in need, right before the holidays. Ms. Hughes is so grateful for those who work together on this event to benefit the veterans.
Councilman Vince D'Aliesio reminded everyone that he and his partner James will be broadcasting the JV Sports Show live at the event. Mayor Les Peterson asked if the route would be the same as it was last year. Vice Mayor Crane confirmed that it would be, and that this time they would be using chalk that comes off the road easily.
Ms. Hughes said the American Legion Riders would be stationed at the most dangerous intersections this year, rather than leading the participants. They are still looking for more volunteers to direct the participants along the route, and she suggested this might be a good opportunity for school kids who have been limited in community service opportunities by Covid. Mayor Peterson suggested contacting MCSO for additional safety at busy intersections. Ms. Hughes noted that the deputies would have to be willing to donate their time. She also asked if the Town would be willing to reduce or waive the event and restroom fees for this charity event. Mayor Peterson, Vice Mayor Crane, and Gary Neiss all readily agreed to do so.
The motion to approve the street closures passed unanimously.
