TSteve Prokopek noted that the Thunderbird Artists show has been a signature event for Carefree for almost 30 years. Last fall the Council only approved the street closures for the first Thunderbird Artists show in November in order to evaluate where Covid was headed and changes in providing wine within the show. From what he saw, and the feedback he received, the show went very well and the local businesses were pleased with the changes. The wine was kept out of the Gardens, allowing the Gardens to remain accessible to Carefree residents 24/7.
During the November show, all of the parking spaces in front of and beside Spanish Village were left open for patron parking and were not included in the space used by show vendors, per the request of the management company of Spanish Village. Going forward, only the handicap spaces in front of Spanish Village and all of the regular spaces beside Spanish Village will be excluded from the vendor area. The street closures will begin during the vendor set-up times, starting at 5 PM on the Thursday before each show and ending at 5 PM on Sunday, when each show is over. The shows will take place on January 14th -16th and March 18th - 20th.
The Post Office will remain accessible via these routes.

Thunderbird Artists had security officers at the Post Office parking lot so show attendees could not park there. Mr. Prokopek took pictures of the officers at the November show and said they were doing their job. He felt the show is heading in the right direction. He recommended approval of the street closures for both of the upcoming shows in 2022.
Mayor Les Peterson asked if these approvals are subject amendment if there were any changes in circumstances due to Covid. Mr. Prokopek assured him that they are, and that all of the CDC guidelines are being followed.
Vice Mayor John Crane noted that the Hampton Inn would be open by the time of the March show. He suggested placing signs on Tom Darlington Drive so people could find their way to the hotel. He felt it could be confusing for people staying at the hotel since it might be their first trip to Carefree. He asked if Thunderbird Artists might help with signs directing people to the hotel, at least coming north on Tom Darlington. Mr. Prokopek thought that was reasonable, and said Thunderbird Artists had worked with the Town in the past by providing signs to help direct traffic, as well as placing No Event Parking signs.
The street closures for the January and March Thunderbird Artists shows were unanimously approved.
