Vice Mayor John Crane introduced Carefree Water Company CFWC) General Manager Greg Crossman, who noted that acquisition attorney Chris Kramer was also attending telephonically to answer any questions. Mr. Crossman thanked Mr. Kramer for being there. CFWC belongs to the Utilities Community Facilities District (UCFD) in Carefree, Arizona.
The Resolution presented authorizes the Town to assist the CFWC and the UCFD inthe property easement acquisition in support of the pipeline construction for the Water Consolidation Project (WCP). The necessary easements are for 2 pipeline segments. One segment is in the far south side of town and will help support the upper parts of Neighborhood A, and one segment is in the far north end of town and will help feed water into the upper part of Neighborhood C

This is a zoomed in portion of Neighborhood A and the pipeline, and the required easements that will connect Black Mountain Foothills, which is serviced by the existing CFWC, with the Carefree Foothills subdivision to support Carefree Foothills. The 2 segments are contained within the red oval on the slide and shown by the dotted blue line. The area outlined in red is at an elevation that is sufficiently high and steep that it can't be serviced from the pipe being constructed along Carefree Highway. There will be insufficient water pressure. CFWC is proposing to pipe water from their 500,000 gallon tank, which is on Up & Down Place. They have obtained the easement from the western property owner, and they will be working with the eastern property owner to obtain that easement.
The other part shown on the slide is on the upper part of Neighborhood C, shown in the red lines. The small easement needed there is shown in the red oval with the dotted blue line. That will feed water into Neighborhood C from the 150,000 gallon tanks on Silver Saddle Road.
In the middle of August, a pressure regulating valve was constructed along Rising Sun Road to regulate the pressure to the rest of Neighborhood C, but if something were to malfunction or break, there is just a single feed into that area. This is why it is so important to build a back-up system to the area, which can be done through a small permanent easement.
These easement acquisitions are very small but are important for the project, and Mr. Crossman recommended approval of the Resolution. Vice Mayor Crane asked if the Council members had any questions.
Councilman Stephen Hatcher noted that one easement was about 250' long and asked about the length of the other one. Mr. Crossman replied that it was about 400 square feet, so about 20' x 20', essentially square. They are typically 16' wide, with the pipe centered. That is what is needed to get equipment in there for construction and for future maintenance.
Councilman Vince D'Aliesio asked what time in the morning workers would commence, what time would they be done, and how long would it take. Mr. Crossman replied that they are compliant with Town Ordinances, which allow work to start at 6 AM, but it can start later. They like starting early in the summertime. As it gets later in the year, they start later, depending on when the sun rises, to catch the sunlight hours. He estimated that construction along this corridor would probably take 2-3 weeks. Plant salvage will be done in advance and the plants will be replanted. The actual construction work won't take long on the first, shorter, easement. It will take little bit longer on the second easement. The longer one could take a month. Mr. D'Aliesio asked if they would be done separately or simultaneously. Mr. Crossman explained that they are usually done separately. He said the one that services Neighborhood A is the more critical one right now.
Vice Mayor Crane noted that what approval of this Resolution would do is provide the tools to move the acquisition forward. The motion to approve was passed unanimously.
