This note is in response to a letter from Mary Iverson recently published in Carefree Truth.
Before addressing any questions regarding water service in the Carefree Service Area (CSA) of the Cave Creek Water system, please let me emphasize that Carefree is currently very actively involved in arbitration (litigation) with Cave Creek over this very issue, so I am not at liberty to answer these and any other specific questions.
Ms. Iverson should be assured, however, of the following:
- Carefree is in the process of exercising the rights granted to the Town in the Inter Governmental Agreement (IGA), which includes bringing the water service for both the residential and commercial accounts throughout the CSA into the Carefree Water Company, and
- Carefree is attempting to bring these accounts into the Carefree Water Company service area in the most expedient and efficient manner for both Towns. While it would initially seem that a single acquisition and redeployment of water service for the entire CSA in one single transaction would be the simplest approach, other factors can sometimes enter in to the situation.
Such was the case in the instance mentioned by Ms. Iverson. A quality developer had expressed strong interest in rapidly developing the NE corner of Carefree Highway and Cave Creek Road, and to meet his timetable it required that water be available on a schedule ahead of when Carefree could have reasonably concluded the negotiations with Cave Creek for the entire CSA.
So, discussions were initiated between the two towns to accomplish that objective. Carefree was interested in discussing how best to move ahead with a portion of the rights granted to it in the IGA on a rapid timetable while what has developed to be more time consuming negotiations for the water service for both residential and commercial accounts throughout the entire CSA were underway.
These discussions were never intended by Carefree to favor commercial accounts over residential accounts, or to modify the overall terms of the existing IGA. Carefree was just trying to expediently move forward with a portion of the rights it has under the IGA to address a specific situation while both towns conducted and concluded negotiations over water service for the entire CSA under the terms established in the IGA. Nothing more, nothing less.

What a wonderful surprise to get yesterday's Carefree Truth and to receive your thoughtful comments. I was humbled when I was given the first-ever Spirit of Carefree award, and further humbled to be given the Humanitarian award from the Foothills Caring Corps, but reading your kind words had me thinking that you had to be writing about someone else.
There are not sufficient words to express my thanks to you. Recently, I celebrated four-score years plus one, something of an achievement since I wondered if I would ever make 65. My identical twin brother and I inherited our father's genes, not the best in the world. He died at age 58 from cardio-vascular problems. In the 60s, they called it a "coronary occlusion". He was hoping to retire at 63.
As I look back on my life to date, I have been blessed. Both parents worked; in retrospect, I would probably have put us in the low-middle socio-economic income group. But, we lacked for nothing. We had a roof over our heads, we had food in our stomachs and clothes on our backs. With no family car, or school busses, we rode our bicycles to and from school. Included in our parental teachings was the mantra of "Do the best job you can do in whatever you are doing and the future will take care of itself". In 1963, shortly after joining Hilton Hotels, a supervisor colleague told me that I would be a hotel Resident Manager (#2 guy in the hierarchy) by the time I was 30. As it turned out, in 1968, I became Hilton's then-youngest General Manager at age of 28. In addition to my twin, I have an older brother, all of us are living comfortably in retirement.
Never in my wildest dreams or imagination did I ever think that I would be living comfortably in a nearly 4,000 square foot house in beautiful Carefree, Arizona. Yes, I saw the lifestyle on television but that was television.
I left England in 1965, where I was a British "subject". I learned to love the USA, not as I see it now with all the bickering and became a United States "citizen" in 1979 and obtained the right to vote. By the way, I voted for you and was pleased to see that you, and the other members of the 'good guys' slate all were elected with 50% plus one elimination the need to run in the November election. Congratulations.

Just for information: the town I return to in MI in the summer is a resort town with many short term rentals of homes and condos. Any unit renting must file for an annual licence with the City. It is only $40 but it authorizes the City to inspect homes and condos for safety issues (working smoke alarms, etc). Based on size and available parking, the licencing also sets a limit on the number of people that may occupy a short term rental. If Carefree would like a copy of the registration form they use, I can get a copy for you.
