WHY I AM RUNNING FOR TOWN COUNCIL:
Since becoming involved in various Town issues the past 8 years I have seen the critical need for qualified and dedicated people to step forward to ensure our community thrives, prospers and is sustainable into the future. I feel that I have the experience, skill set and dedication to serve our community and help move our Town towards these goals.
PERSONAL:
My wife Jane and I along with our two daughters moved to our home in Carefree in December 2000. Both our daughters are graduates of Cactus Shadow High School and are now married and own homes in Arizona.
PROFESSIONAL:
I spent my entire 35-year career working for major manufacturers of equipment used in water and sewer systems. This included 11 years of senior management experience. Retired December 2017
Worked with municipalities, engineering firms, contractors and distributors in the design, construction, commissioning and maintenance of water and waste water infrastructure.
Developed skills in management, leadership, engineering, finance and business law.
COMMUNITY INVOLVMENT:
2013-2017 - Member of the Cave Creek Water Advisory Committee (Chairman 2016-2017)
2016-2017 - Member of Carefree Mayor’s task force on the closing of the Boulders waste water treatment plant.
2018-current- Working with the Mayor, Council and Town Staff on bringing the 1000 Carefree residents currently on Cave Creek Water into the Carefree system.
Developed strong working relationships with current Town staff as well the Mayor and several Council members thru my work on Carefree infrastructure issues. Up to date on Town budgets, economic development strategies and major health, safety and welfare issues impacting our Town. I am ready to hit the ground running as a member of the Carefree Town Council.
Having worked with the Mayors and Councils of both Carefree and Cave Creek I have had the opportunity to see first-hand what attributes make an effective Council member.
The most effective members of a Town Council put in the time to do the required homework. This involves studying the agendas and back up documents, seeking input from citizens and local businesses, looking at other communities to better understand best practices and asking questions of staff before issues come to a vote at a council meeting. Lastly, they are not driven by ego so when new information becomes available they are willing to alter their positions and policies.
The two best examples of Council members who embody these attributes that I have seen are Carefree Council member Cheryl Kroyer and Vice Mayor John Crane.
MAJOR PLATFORM ISSUES:
I will work for the long-term water security for all Carefree residents.
Pursue quality economic development that allows Carefree to fund Town budgets without the levy of a primary property tax, while at the same time respects existing residents and businesses so that we can maintain and enhance the Town’s character.
Protect the health, safety and welfare of the citizens of Carefree. This includes supporting crosswalk safety enhancements, managing the growth and negative impacts of Bike Week and taking on whatever threats that arise.
It would be an honor to serve our community as a member of the Town Council.

Carefree Town Council Steps up to Help Carefree Businesses
The COVID -19 pandemic has been not only a life threatening health situation but it has also caused a very real economic downturn as well. Once most of Carefree’s 300+ businesses were required to close in mid March, many were facing a very real threat to their continued existence.
Fortunately, from an economic standpoint, on March 27th the Federal Government passed the CARES Act. Through the provisions of this Act, local businesses across the Country became eligible for low interest loans, including forgivable grants in some situations, and/or unemployment benefits to help them weather the financial impact of this pandemic and re-open in some manner after the early surge of people contracting the virus.
But as with many Federal programs, understanding the provisions of the CARES Act and wading through the application procedures was daunting. It was at this point that Steve Prokopek, Carefree’s new Economic Development Director, in concert with Town Administrator Gary Neiss and myself, Les Peterson, resolved that the Town would take a very proactive role with all 300+ of the Town’s businesses regarding the CARES Act.
In early -April, Steve assigned groups of 40 – 50 Town businesses to each of Town Council Members Cheryl Kroyer, John Crane, Michael Krahe, Stephen Hatcher, Vince D’Aliesio and myself. Each then followed up with their assigned Carefree business owners.
Carefree’s objectives in working with our local businesses were simple; 1) to be sure each businesses owner understood the specifics of the programs available through the CARES Act, and 2) to encourage these business owners, where appropriate, to submit their application(s) for participation. In addition, we communicated that Town personnel stood ready to help each business with the application process if help was desired.
While we don’t have exact numbers, from our discussions with Carefree business owners we estimate that upwards of 75% - 80% of them participated in some fashion in one or more of the CARES Act programs. Their benefits received ranged from a low interest loan, some with forgivable portions of up to $10,000, to supplemental Federal unemployment insurance for employees and in some cases to the business owner themselves.
I want to take this opportunity to express my deep appreciation to Steve and the participating members of the Carefree Town Council for their considerable efforts. I believe that their efforts helped many Carefree business owners weather the financial downdrafts of the COVID -19 pandemic and continue their businesses in Carefree. Thank you all.

Sticks Golf & Cigar Lounge Opens in Carefree
Sticks Golf & Cigar Lounge will open July 1st in Carefree, Arizona. This unique concept combines a premium cigar lounge with indoor golf and entertainment. The feature of the lounge is the glass cased, cedar cigar humidor with over 1,000 brands of premium cigars. Premium brands include Padron, Daniel Marshall, Ashton, Arturo Fuente, Paul Garmarian, Alec Bradley, AVO, Rocky Patel, Montecristo and Oliva cigars.
The indoor entertainment features a 13’ wide Full Swing golf and entertainment simulator. The golf practice facility will feature golf tour simulators that will allow patrons to take lessons from PGA certified instructors or play over 30 of the best golf courses in the world indoors for recreation. Other entertainment options provided on the simulator include a golf leagues, a laser shooting gallery, soccer, football, baseball, and lacrosse.
The cigar lounge equipped with state-of-the-art ventilation, two outdoor patios with spectacular views, a private “members only” lounge opening in October, and indoor golf and game simulators. This concept will be the first of its kind in the state of Arizona and it will allow local residents, seasonal guests, and tourists to have a place to socialize and play indoor games all season long, or to rent for private parties.
Mr. Foppe explains, “Think Top Golf indoors, without food but with cigars!” This gives Sticks a unique differentiation from the other retail cigar shops. We not only sell premium cigars but we also offer a place for socializing and entertainment.”

Hi lynn, I feel like this letter is very one sided and not accurate. You relatively stated that "it's a problem if you live next to one" but then fail to address when it's ever a "problem". Short term rentals actually elevate property value and I have never heard of any major issues in carefree due to STR. if you are going to provide mass information I think it needs to have both view points as there are numerous benefits to STR in the community as well.

That having been said, I have been on the board of Sentinel Rock HOA for many years. When STRs started, one of our residents had a home they planned to use for retirement a few years down the road. In the meantime, they wanted to use it as an income property. They were unable to find a long term renter, so signed it up with a resort style rental agency that sent people in to do maintenance, and that rented out homes for as short a period as a weekend. This was way before companies like AirBnB existed.
No one here ever knew who was or wasn't supposed to be there. The house got robbed 3 times in a relatively short time. One of the times, the burglars hung out in the house and took showers. Another time, the house down the street from it, whose owners were away, got robbed at the same time. It was at that point that we amended our CC&Rs to limit rentals to a minimum of 6 months.
It is my understanding that the problems at Velvet Shadows, where Mr. Orrico lives, were more along the lines of loud music and/or parties. But neither repeated burglaries nor loud parties in quiet neighborhoods are welcome additions to the residential environment. It is not a problem for Sentinel Rock, since our CC&Rs were amended to prohibit STRs many years ago.)

Re STR’s, it seems that councilmans’ Oricco’s recollection and mine differ on what occurred at the annual Velvet Shadows HOA meeting re STR’s. My recollection is that the majority of the individuals in attendance did not favor short term rentals in Velvet Shadows and were interested in a clarifying definition of what a short term rental would be. There was discussion as to how to address the issue and the membership was informed by the Board members that the only option was to amend the CCR’s. Subsequently there was a document circulated to the membership that related to this issue. Unfortunately, no advanced notice was provided to the Velvet Shadows residents that the document was forthcoming nor did it include, (to the best of my recollection) any explanatory information about how the document came into being. Additionally some of the Velvet Shadows residents have second homes elsewhere and were not in the area when the document was circulated.
The $40,000 bill in legal fees is surprising and I would be interested in the Councilman sharing a line item breakdown of those fees.
Bottom line is that in my opinion, if the Velvet Shadows HOA board would circulate a FAQ along with a document asking whether the residents would like to amend the CCR”s to prohibit or significantly regulate STR’s (including defining a STR), and include recommended language, my guess is that the majority of residents might be in favor of restricting STR’s.

I live in a resort town in MI. Short term rentals have taken over certain neighborhoods to the detriment of the community. Short term rentals typically are owned by people looking for a revenue generating investment and they really don't care much about their neighbors or town. I know this is a stereotype but it is so true in my MI town that the City has restricted any new short term rentals in certain areas of town. I urge Carefree to license rentals (establishing a maximum number of overnight guests allowed based on square footage) and inspect those rentals for safety issues. The ability to levy fines for non-compliance is good.

I read the Carefree Truth Piece about Short term rentals. We live on a cul-de-sac in a gated community about a mile south of Carefree. The Attorney across the street moved to California and all of a sudden there were all these wild parties. My neighbor right next to them is older like me and we talked to all the owners on the Cul-de-sac, one was a long term rental but I knew the owner in Mesa. We all went to the HOA board in the neighborhood and talked with all of them. We decided that a minimum of 30 days rental would satisfy the short term people and eliminate the weekend bash for what ever reason. They called a special meeting and it was approved by a vast majority of owners. This stopped the Party House quickly, we now have nice people like Canadians or Couples looking to explore living here. Not all STRs are bad but the party house for the rogue wedding or graduation is not right for our community. I mean really, people were jumping of the second story roof into the pool. It was a matter of time before someone got really hurt.

I thought you would be interested to know that the Village at Carefree prohibits rentals of less than 30 days or one month. One of our chronic short term renters sued to invalidate that amendment to our declaration of condominium, which was approved by more than 80% of our owners. After two years of litigation, the court held that the 30 day minimum approved by the owners was valid. We are beginning to enforce that provision and have adopted significant fines for violation, as well as for advertising rentals of less than 30 days.

(Lyn's note: Amen! We were the first ones to see her. It was a little after midnight on Monday. Herbert called to her but she ran away. The next day, she was seen over on the other of the mountain, but she circled back and was eventually caught in Sentinel Rock, where we live. She did a lot of traveling during the time she was loose. The volunteer non-profit trapping organization is wonderful. We were in continuous touch with them after getting their info from our dear friend Marie Peck, who founded and runs the FETCH Foundation, a rescue dedicated to rescuing dogs who are good candidates for training for Search & Rescue, as partners for 1st responders, and as service dogs for veterans. It too is all volunteer and a great organization. We had called Marie, asking to borrow her trap, which we had put into use a few years ago to trap another escaped, shy dog that had found her way into Sentinel Rock. That was when I discovered Marie had donated her trap to HARTT, and we got in touch with them for updates. When we all work together, we get happy endings!)

(Lyn's note: Amen! We were the first ones to see her. It was a little after midnight on Monday. Herbert called to her but she ran away. The next day, she was seen over on the other of the mountain, but she circled back and was eventually caught in Sentinel Rock, where we live. She did a lot of traveling during the time she was loose. The volunteer non-profit trapping organization is wonderful. We were in continuous touch with them after getting their info from our dear friend Marie Peck, who founded and runs the FETCH Foundation, a rescue dedicated to rescuing dogs who are good candidates for training for Search & Rescue, as partners for 1st responders, and as service dogs for veterans. It too is all volunteer and a great organization. We had called Marie, asking to borrow her trap, which we had put into use a few years ago to trap another escaped, shy dog that had found her way into Sentinel Rock. That was when I discovered Marie had donated her trap to HARTT, and we got in touch with them for updates. When we all work together, we get happy endings!)
