I am writing to ask for your continued support and vote as I work to bring a more responsive and inclusive government to Carefree and safeguard Carefree as an exceptional residential community. As my mayoral campaign continues, I would like to share my objectives for our Town.

- Initiate better water management in the continuing drought by exploring ground water recharging, creating greater public water conservation awareness and behavior, and joining the SRP study to raise Bartlett Lake to increase Carefree available water resources.
- Rein in short term rentals.
- Develop professional working relationships with our neighboring cities and towns.
Bringing the skills and knowledge I have gained as a US Navy veteran, business owner, Councilman, and Vice Mayor to bear, I am committed to achieving the best results for Carefree.

PROPOSITION 472 IS NOT ABOUT PROTECTING OPEN SPACE
Proposition 472 is a ballot measure to be voted on in the August 2nd election. Prop 472 is not primarily focused on protection of all remaining open space, as most of its language will apply only to removal of the underground water tank being installed in a utility easement along Tom Darlington Dr. Prop 472 is being put forth by a small portion of Boulders residents who are unhappy with the underground water tank.
Carefree has been engaged in costly litigation with the unhappy Boulders residents. To date, they have lost all lawsuits and appeals, Prop 472 represents another effort to have the water tank removed.
The location of the water tank was identified by the Town’s consulting engineering firm as the most efficient and effective location. The area to be served by the water tank is the southwest section of Carefree.
The water tank is an integral part of the Carefree water system that brings all Carefree residents into the town water system.
Since Prop 472 is retroactive to 2021, if it were to pass, the water tank would have to be removed and a new location identified. Though we can’t predict the exact cost in the current environment, it has been estimated that this would cost approximately $10-12* million dollars.
Prop 472 represents bad governance and is a last-ditch effort to remove the water tank. We can’t let that happen. All Carefree residents need safe and secure water. The courts have made clear, we are within our legal rights to have our water tank in the current location, and we need it to stay there.

Mayoral candidate Peter Sample has not put out any positions on any issues, just criticism of the current Council. The one exception is that he wants to use the town’s Reserve Funds earmarked for road maintenance to pay the extra cost for automatic aid fire service even though it would create an over $1 million per year unfunded budget hole.
The roads are Carefree's largest physical asset, and delaying maintenance vastly increases the cost of keeping our roads safe. Peter Sample is not even aware that Highway User Revenue Funds (HURF) cannot be used for fire protection services. They are supplied by the State and are restricted to use for road maintenance and improvements, yet another example of his total ignorance.
Early on, Peter Sample had plastered his campaign signs everywhere. It is illegal to put signs in the medians and Rights of Way on arterial streets within Carefree, and he had been asked to remove them from those locations. Since being asked to remove his signs that were placed in areas not allowed by Carefree Ordinances, he sent this email to Town Hall this past weekend, for which Carefree Truth submitted a public records request. Included were photos he took of Councilman Hatcher's and candidate Glenn Grossman's signs. Stephen Hatcher, as is true of the other incumbent candidates running in this election, have never put signs out in previous elections, so would have no reason to be aware of these restrictions and requirements, and their signs were posted after Peter Sample was told to remove his in spots where they were posted illegally. He did not mention Glenn Grossman's signs, although there were pictures of those too. Peter Sample wrote:
As the future Mayor of Carefree, I am most concerned about the multiple willful and intentional violations by Councilman Hatcher. Stephen was witnessed personally installing these signs. Councilman Hatcher’s signs violate both Arizona ARS due to lack of contact information and Carefree Town ordinance regarding political signs due to their posting locations. It is not possible that Councilman Hatcher is unaware of this ordinance. Please take the necessary steps to bring Councilman Hatcher into compliance with state law and local ordinance immediately.

This email shocked me for various reasons. First he had the sheer arrogance to refer to himself as "the future Mayor of Carefree". Second he states, "I am most concerned about the multiple..." Really? Political signs where they aren't supposed to be is the issue you find most concerning? Third was the pettiness of going after others after being dinged himself for the same violation. His wallpapering the area with campaign signs was what prompted other candidates to feel they had to post signs too, wasting their money and cluttering the town with sign pollution.
Peter Sample would be a disaster for the town. Please vote for John Crane for Mayor.

WHY John Crane? Honor, Commitment, Experience and Discipline.
I have gotten to know John Crane personally and professionally pretty well over the last 10+ years! I'd like to lend my support for John, currently the Vice-Mayor of Carefree, as the next Mayor of Carefree! There are a LOT of good reasons for my support!
The one I want to focus on is the tremendous responsiveness John has shown to Carefree students, children, and our society in general. Let me briefly explain.... I made a presentation several years ago explaining to the "Powers-That-Be" we are rapidly running out of young men and women joining the construction business (AKA: "THE TRADES"); a multi-billion-dollar business in the US alone!
We currently have a 10+ year knowledge gap and it's getting worse fast! John immediately saw the significance of both the short-term and long-term consequences this is going to have on ALL OF US. John personally took the time and helped coordinate and joined me on several face-to-face meetings at EVIT, West-MEC (both local Trade Schools), with politicians and education leaders to discuss the current and BIG PICTURE. This isn't about not being able to change a lightbulb in your kitchen, it's about the Power-Grid, the roads, the bridges, the dams, the airports, the water & gas lines we all take for granted and quite frankly, help keep us a civilized society in general: OUR Infrastructure.

John was quick to see the BIG PICTURE and immediately take action to help address it.
As most Veterans, we all learn how to live in tight quarters and under uncomfortable circumstances. John was a "Submariner" in the Navy. There is no local ACE Hardware or Home Depot to get a part when something goes wrong on a Sub; you learn how to fix it. John learned how to address and fix problems quickly. Whenever he is asked to help by a Carefree resident with a problem, he can always be counted on to investigate the situation and help solve the problem.

Sample’s letter to you caused me to call Vice Mayor Crane directly and ask how I and some of my neighbors can contribute to his campaign.
This carpetbagger can not succeed. At this point, we are fighting for our corner of heaven in Carefree.

He has zero accomplishments. It seems like his only purpose is to create problems. I copied this ridiculous letter Sample sent to you & forwarded to all my neighbors. This letter has surely backfired on him.

John Crane is a wonderful man & leader. He is at every town event & has volunteered his time for the betterment of Carefree for years. In the past, John Crane has called my elderly neighbors when he has heard they were having a hard time.

John Crane - Integrity and Service
I want to voice my support for Carefree Vice Mayor John Crane as the next mayor of Carefree. There are many reasons why John is qualified for this position, but the ones I want to focus on is his integrity and service to his community. As a US Navy submarine officer he was part of a highly select group of Naval officers. During the time that John served it was the height of the cold war and our submarines force played a very important role in deterring Soviet aggression. The officers in the submarine fleet, like John, were hand picked by Admiral Hyman Rickover, the founder of the nuclear Navy, and had to live up to the highest standards of behavior including high integrity. John has continued to exhibit this characteristic in his role as our vice mayor.
The other area that I would like to address is John's commitment to service that began with his US Navy service. He has continued to carry out his commitment to service in his life. I could give a lot of examples but the the one I am more familiar with is that when I coordinate furniture and household goods moves for disabled veterans, I can always call on John to be part of the moving team.
I want to have a major with integrity and a commitment to service and John is that person.

In the June 1st print edition of the Sonoran News that I just saw, Peter Sample announced his bid for mayor of Carefree. Below are some direct quotes, in italics as printed in the paper, from that front page article.
"My family moved to Carefree because of the beautiful preservation of the Sonoran Desert and the simplicity it offers, but my opponent's actions show favor in stripping the uniqueness away from our town. These actions are what urged me to take a stance to protect Carefree and run for mayor."
The fact is that Mr. Sample has never been involved in any event or organization that works to preserve the Sonoran Desert, nor has he shown the slightest iota of interest in becoming involved with them on any level before his desire to become the mayor of Carefree. Even now, he is not a part of any preservation effort.
His "opponent", Vice Mayor John Crane, on the other hand, has been on the Board of Directors of the Desert Foothills Land Trust, an organization dedicated to the preservation of the Sonoran Desert, for the past 9 years, and has been the vice president of that Board for 3 years. Vice Mayor Crane has also been involved in organizing the Carefree Gardens Seminars that are held 4 times a year during the season. These seminars generally attract close to 100 attendees, and feature top notch experts as speakers. The Vice Mayor always attends Carefree's Earth Day Celebrations, representing both the Town and the Land Trust.
"My childhood upbringing consisted of a military household where honesty, integrity, and accountability were instilled in me at a young age and I am confident I will use those skills to serve my community in the best way possible."
Mr. Sample does not say that he followed in the "military household" footsteps, so I believe one may safely assume that he has not served in any branch of the U.S. military himself. His "opponent", Vice Mayor Crane, served 7 years in the Navy. He spent 1 year in nuclear power school and 3 months in submarine school. After graduation from those classes, he spent 3 years as an officer on a Fast Attack submarine and 2-1/2 years as an officer on a Deep Submersible submarine.
Vice Mayor Crane has organized and run the Carefree Veterans Day Celebration since 2013, bringing fascinating speakers and veterans organizations to Carefree for the day, and working closely with the Veterans Heritage Project that connects veterans with students to tell their stories. There are now many volumes of those books, and all the editions are housed in the Library of Congress. The VHP, which began with teacher Barbara Hatch in the Cave Creek Unified School District, has since spread across the country. Vice Mayor Crane has organized and run Carefree's Memorial Day Tribute since 2021. He was also involved in putting together the team consisting of members of the local community from each branch of the Armed Services to design and construct the Veterans Memorial Monument in the Carefree Desert Gardens.
"I will address the pubic safety issue regarding our fire department and ensure that we become a member of the regional automatic-aid system."
Mr. Sample has stated that the way he intends to do this is to delay maintenance on Carefree's streets, using the funds earmarked for that to pay the cost of joining automatic aid. HURF funds come from the state and are restricted to the maintenance and improvement of streets. From what I have observed, Mr. Sample has as much knowledge about Carefree in general as he has about running a municipality. In my opinion, what he knows about either could fit on one side of a 3" x 5" card with room to spare.
Vice Mayor Crane, on the other hand, started on the Subdivision Committee, then progressed to the Planning and Zoning Commission, before serving time on the Town Council, including the office of Vice Mayor. He has donated many years of volunteer service to the Town, and possesses all the knowledge that those years of experience have bestowed.
However, there is one statement in Mr. Sample's article with which I agree:
"My policies and views are drastically different from my opponent, who is currently the vice mayor."
The differences could not be more pronounced.

I just read the latest version of the Carefree Truth. Sheesh! I can’t believe how nasty this upcoming election has gotten. Thanks for everything you, the Mayor and the current City Council has done for us here in Carefree.
My wife and I will vote in the upcoming election and we will support those who are aligned with the current town administration. We want effective leadership to continue into the future.
Hopefully on August 3rd we will be able to put all the nonsense aside and that the rabble rousers will once and for all be vanquished.

Wow. The Peter Sample's correspondence was totally uncalled for and very unprofessional, but what would you expect from this “group”. Your response was exactly on point. We live in the Boulders but unfortunately are in the Scottsdale section. Many of our friends (Mary and Les Peterson, Mary and Bob Roberts, Sue and Bill Oleman etc) are in the Carefree section and are working hard to get the current Carefree board re-elected. Keep up the good work. Hope to see you at one of our Corvettes and Coffee events in the fall.

It’s a shame that these folks didn’t do their homework and fabricated these stories. In an attempt to mislead Carefree residents they did the town an great injustice. I think the town has tried to accommodate them with the sewer removal etc. Now they would like to bankrupt Carefree on removal of the water project. The project is not invasive at all and no impact on the Boulder’s and is positive for the town.
For Carefree residents it important that these so called 20/20 are not voted for in the coming election.
There should be some accountability for these false accusations.
Mr. Johnson’s “statements of facts” should be read into the minutes of the next town council meeting.

Thanks, very interesting Lyn. Curious what has been the cost so far to the town and budgeted future costs for these town projects you told us about in this Carefree Truth. I hear the water project has some potential hidden costs because Cave Creek appears to have not always maintained some of the water lines and meters. That’s potentially a lot of money just to change the water feed source to those residents and most of the water we all enjoy comes via the CAP whereas some Phoenix water comes from SRP and never gets to us all up here in north east Maricopa county. Have no idea how much of our water comes from CAP versus other sources given the revisors are getting lower and lower. Wonder how much water is in the aquifer under Maricopa County and beyond that they have been pumping back into with CAP water from years before CAP was available? Our water state might help to ease the minds of citizens given the valley’s growth march at fast speed.

(Lyn's note: Carefree and N. Scottsdale have a significant underground aquifer and numerous wells that can draw from it, and a joint successful recharging project was completed several years ago. The aquifer under Cave Creek is shallow and they have no functioning wells, which will present a huge problem as CAP cuts back on water allotments as the drought continues, which they have said they would do. The lack of infrastructure maintenance is yet another reason those Carefree residents and businesses now on Cave Creek Water are anxious to be brought onto Carefree Water. Before costs were determined, an exhaustive study of the infrastructure that Carefree Water is buying, which is limited to what is underneath Neighborhoods A, B, & C, was done by a professional company, and those costs are rolled into the price of the project. This price also reflects benefits to the existing Carefree Water customers in the form of fire hydrants being added where none had been before, and an updating and replacement of some of the older infrastructure within that system over the next couple of fiscal years. I believe the fire hydrants are first on the list and will be added this year, but if you call Greg Crossman, he can give you more information on the details and the timing.)

You asked for information regarding the upcoming election as it relates to political signs.
The primary election for the Town of Carefree will be held on August 2, 2022 and there are several candidates and propositions on the upcoming ballot. As I am sure you have noticed, candidates are posting their signs for the election. There have been several communications that candidate signs are being removed that have been properly posted and conform to the HOA requirements as well as state and local laws. To reiterate our discussion, it is a criminal act to remove or vandalize political signs. I have attached the applicable statute and provided a short version below.

The revenues that Carefree uses to provide services to our town come primarily from sales taxes. We need to make sure we have sustainable revenues to carry us into the future.
I would like to strengthen and increase community engagement to make sure we understand all voices in the community. We will never please everyone all the time, but I will make it my focus to listen carefully and work to build consensus. I believe my deep analytical background and strategic decision-making skills will add value to town decision making.
I will take the knowledge I gained as a member of the Public Safety Advisory Commission to help the town find the best fit for public safety in our community.

Grew up in Phoenix, was an altar boy, boy scout, high school and college athlete (football), started mowing lawns in the neighborhood at age 10 and has had a job since. Proud AZ native: Graduated from Camelback High, attended SCC and PVCC, graduated from ASU, a Master’s in Education from NAU. Vince and his family moved to Carefree in 2016, vowing to never move again after finding paradise in the Desert Foothills.
Over a 25-year span, worked as a high school and college football coach, credits his late Coaches: Pete Kellen (Camelback High) and Bruce Snyder (ASU), who both preached on the importance of always doing what’s right. Greatest influences are his parents: Pasquale and Anna D’Aliesio: “work hard, take care of your family, help others, and know that you did your best today.”

I fell in love with Carefree in 1988 and have lived here since 1998. Before retiring, I spent 30+ years in advertising. I worked on the introduction of Acura in 1989 and worked on Orville Redenbacher’s Popcorn, Polaroid, Gallo Wines, Porsche Cars and the ‘Got Milk’ campaigns.
I have a strong marketing and communication background that qualifies me to work very closely with the Town’s communication’s marketing staff on messaging, tourism and economic and business development.
I have volunteered for local organizations serving on the auxiliary board of Scottsdale Healthcare and the board of The Arizona Institute for Breast Health and as a team leader for many years at the Foothills Foodbank every Wednesday.

Brian Fernandez elected commander of American Legion Post 34
American Legion Post 34 has elected Brian Fernandez as commander.
Fernandez entered active military service with the U.S. Air Force and was assigned to Grand Forks AFB in N.D. After concluding his active duty in the military, he transferred to the Air National Guard and the Air Reserves. His military career consisted of many deployments to include Operation Support Hope and Operation Iraqi Freedom. He concluded his career as a military war planner and retired as a master sergeant.
During that time, he attempted to expand his education but due to consistent relocations, his studies were completed through the University of North Dakota, Columbia College of Colorado, University of Phoenix and finally graduating Cum Laude from Ottawa University.
While serving in the Air National Guard and Air Reserves, he also served his community as a police sergeant for the Phoenix Police Department. His early law enforcement career consisted of patrol operations. After being promoted to sergeant, he managed the Police Reserve Bureau, Volunteer Program and the Phoenix Police Explorers. His last assignment was conducting background investigations by supervising a squad of detectives in the Employment Services Bureau. His duties also included managing the bureau’s pre-academy and employment testing.
During his employment with the police department, Fernandez expanded upon his studies by earning a Master’s Degree in Professional Studies (MPS) in Homeland Security from the Pennsylvania State University in 2017.
Upon retiring from the police department, Fernandez founded a coffee company, Yellow Spruce Roasters. Though he was initially successful as a coffee roaster/wholesaler, he later expanded to a retail coffee shop, which was awarded Phoenix’s Best Coffee House by a local publication in 2021. Driven to give to the community, Fernandez donates proceed from their Desert Garda coffee to the Arizona Law Enforcement Emerald Society (ALEES), which assists fallen police officers and their families.
Fernandez joined the American Legion in 2015 and has served as its the judge advocate, Legion Rider’s vice president and currently as post commander.
Fernandez intends to continue excel with Yellow Spruce Roasters and is looking forward to growing his award-winning company while simultaneously serving the nation’s veterans. Chartered in 1947, American Legion Post 34 has been giving back to community charitable organizations for more than 75 years. The Post, whose mission is to support and advocate on behalf of veterans, active military and their families, consistently reaches out to assist veterans and others in need.

The American Legion, formed in 1919, supports and advocates on behalf of veterans, active military and their families. Jubilate Conservatory of Music Spring Semester Classes
Monday, Tuesday, Wednesday, Saturday – Summer Semester Starts June 18th
Jubilate Conservatory of Music, a school of classical music, where young students learn to read and write music, begins in-person music classes in September. The Fall Semester lasts fourteen weeks. Violin, viola, cello and choir will be instructed in an after-school format. Online lessons and classes will continue with a particular favorite, Online Collaboration, where students work together online to create a music video. Saturday Music Classes are offered free of tuition.

Yoga Fusion
Thursdays, 12:00-1:00pm
Please join Elizabeth Boisson for an intermediate-level course of Yoga Fusion on Thursdays from 12:00-1:00 pm! We will start with breathing exercises, go through a series of stretching movements to open our hearts and our hips, and then move into Vinyasa or Flow yoga and several standing sequences, including balance exercises. We finish with 5 minutes of Savasana at the end of class.

We will play with the energy for a better understanding, how you can use it and how you can consciously control more of the energy that makes up all that is you. Each person is here for their unique experience, no matter the age or belief system there is something for you to glean from knowing more about yourself and how better to know yourself than through the part of you that is unseen. Healing is the focus of Reiki and healing is multi-level.
