Stacey Bridge-Denzak explained that the Final Plat and the supplementary improvements for The Estates at Carefree subdivision were being presented to the Council for approval or denial. The proposal included lot configurations, easements, and any required dedications. It is a 6 lot, single family subdivision in the R1-35 zoning district. The Final Plat substantially complies with the Preliminary Plat. The infrastructure plans comply with Town requirements. A large wash runs through the property and will be a designated conservation easement. It borders Scottsdale in the east part of Carefree, south of the Eastwood subdivision.
Councilman Stephen Hatcher asked if the entire property is owned by one property owner, like Eastwood was owned by one company. Ms. Bridge-Denzak replied that, like Eastwood, the same company owns all the lots but that the lots would be sold and developed individually as custom homes, rather than looking like the traditional subdivision with model homes like Eastwood.
Mayor Les Peterson asked if there was anything out of conformance with the Preliminary Plat. Ms. Bridge-Denzak replied that there is normally some minor tweaking as the process progresses, but in essence what was approved as the Preliminary Plat was being presented as the Final Plat. The Mayor commented that it looked like a nice little subdivision.
Vice Mayor John Crane asked if the lots had designated building envelopes. The plat shows drainage and conservation easements. In particular, Lot #6 has a limited building area. Ms. Bridge-Denzak explained that there are no defined building envelops as seen in most past plats. The building envelops would be defined by the setback lines in the R1-35 zoning district, which are 40' front and back and 20' on the sides. Lot #6 has a large portion of the wash running through it, but the lot is over 80,000 square feet, so there is an adequate build-able area. All of the lots have viable building areas.
The Final Plat was unanimously approved. Mayor Peterson complimented Ms. Bridge-Denzak on her presentation and her work with the developer.
