Stacey Bridge-Denzak presented the preliminary plat of 7.55 net acres zoned R1-35, with lots for 6 single family homes. The subdivision is located on the east side of town, south of Eastwood and north of Scottsdale. To the east and west are platted subdivisions that are not yet built.
The property has a 404 "U.S. Water" wash running through it, and there is 1 existing home.
The lot sizes range from around 35,000 to over 80,000 square feet. A conservation easement will be associated with the wash. Grading and drainage are in compliance. Due to the difficulty of the terrain, each lot will have a retention basin. The homeowners will be responsible for maintaining the basin on their property.
The homes will be serviced by the Carefree Water Company and will be on septic systems because the sewer line is too far away for sewer hook-up to be practical. Native plant salvage is required. The gated entry will be heavily landscaped. There is a 40' Right of Way along the Stagecoach Pass frontage that belongs to Scottsdale. The walls of the existing home will be reconfigured or removed to meet Carefree's Zoning Ordinance. The site will not be mass graded. The developer has a good set of Design Guidelines. The Council will be presented with the final plat for approval.
Councilman Gene Orrico asked what the anticipated price points were for the home. The applicant, who lives in the existing house, replied that the homes would sell for $1.3-1.5 million, subject to market conditions. They will be architect designed quality custom homes.
Councilman Vince D'Aliesio asked if it would fall under a HOA. Ms. Bridge-Denzak confirmed that it would.
Vice Mayor John Crane expressed concerns about the Town's potential liability if the wash is moved. Ms. Bridge-Denzak assured him that 404 wash may not be moved without federal approval. Erosion setbacks are in place for any natural movement, meaning that buildings within those setbacks must be designed with scour protection, which requires deeper footings. The Town engineer and the Town building inspector will be closely monitoring the development to ensure compliance.
Councilman Stephen Hatcher asked about the benefit to the Town when mass grading is not allowed. Ms. Bridge-Denzak explained that each lot must present individual grading plans, rather than all vegetation being removed throughout the subdivision. This limits the disturbed areas, as is required by Carefree's Zoning Ordinance.
The motion to approve the preliminary plat was unanimously approved.
