Mayor Les Peterson noted that there have been continuing discussions with the Maricopa County Sheriff's Office (MCSO) about traffic control. Citations went from 8 in a month to 81, so they are stepping it up in response to concerns from citizens. Starting in October, Carefree always beefs up MCSO traffic control for the Season. The potential for photo radar is also under consideration for additional speed control. Noise control is very, very difficult. Police cars are only effective when they are there and visible. It is unaffordable to add more police cars.
MCSO has concerns relative to Bike Week. They don't know what to expect. Scottsdale has limited events at WestWorld to 4500 people, so the overflow might come to Cave Creek. The Arizona Department of Liquor will be taking a hard look at the activities, and MCSO will be doing additional patrolling in our area.
Vice Mayor John Crane added that Bike Week will take place October 7th through October 11th, and that there would be an increased MCSO presence in Carefree. Gary Neiss said MCSO was bringing up their mobile DUI trailer, which will be parked in the Town Hall parking lot, to process DUI violations. Councilman Stephen Hatcher added that there had been a lot of concerns expressed within the community, and the Town has taken steps to address them.
Councilman Mike Krahe asked if the public was aware of the upcoming Bike Week, since the timing is unusual. Mr. Neiss responded that it would be sent out in COINS.
Mr. Neiss noted that Cave Creek bars and restaurants are cognizant of the rules and of the increased monitoring of the Liquor Board. They don't want their licenses pulled. It should be a highly unusual Bike Week with Scottsdale's limits. Last April, they had 15,000-20,000 in attendance. Councilman Vince D'Aliesio said many residents leave their homes on Bike Week weekends out of fear. When and where will the DUI task force be stationed? Can the residents feel more confident that bad behavior from not most, but from a few of the bikers, will be curbed? Mr. Neiss said MCSO's strategic plan could not be shared, but they will look at times with significant traffic flow from Scottsdale to Cave Creek. Many of the events are planned at WestWorld, not in Cave Creek. For example, Cave Creek Road will not have lanes closed for bike parking. MCSO will be adapting and learning through this, but they do have the manpower and are prepared. The DUI patrol will be here throughout Bike Week.
Mayor Peterson said the Town met with Sheriff Penzone and 4 of his Captains over a year ago, in meetings that focused on last April's Bike Week, then the pandemic hit and it didn't happen in Cave Creek. The Governor's Office has stepped up with funding, and MCSO is driving the initiative, with Carefree supporting MCSO in the effort.

Vice Mayor Crane reported that in the past, 200-300 people have attended the Carefree Veterans Day event. That is not possible this year. The Memorial Monument will be done by November 11th, and an all day program will be held there from sunrise at 6:57 AM through a little after 3 PM so attendance can be staggered.
The Boy Scouts who placed the flag will be there at sunrise to raise the flag. The veterans from the Memorial Monument Committee will be there throughout the day, and some other veterans will be there to talk about their experiences. Some veteran friendly organizations will be there all day. The high points will be at sunrise, 11 AM, 1 PM and 3 PM. People can come to pay their respects. There will be social distance markers on the ground. Hand sanitizer and masks will be available.
The Monument fundraising effort has raised 80-85% of the money needed. There have been some great contributions from roughly 100 different citizens and organizations. Kiwanis, American Legion Post #34 in Cave Creek, and Happy Fitness by Patricia, which holds classes by the sundial, have generously stepped up. Funds have come from Carefree residents and from neighboring communities all around the Desert Foothills area. While the Monument is located in Carefree, the project has been a broader community effort and it is a community monument.
