Mayor Les Peterson said that Carefree has had a wonderful working relationship with the Maricopa County Sheriff's Office (MCSO) for a number of years. MCSO has always been very responsive to citizens' concerns. He met with Captain Dan Whelan, who was recently assigned to Carefree, about the issue of speeders. He thanked MCSO for their sustained and outstanding efforts over the years.
Capt. Whelan said he has been a Deputy Sheriff for a little over 37 years, and a Captain for 20. He was getting ready to retire to enjoy his hobbies of fly fishing and good Scotch. But the Sheriff told him there was a special place where he thought the Captain's personality might fit, and asked if Captain Whelan would stay for another 2-1/2 years.

Captain Whelan is an Arizona native, as indicated by the frozen spots on his face. He calls his dermatologist "Frosty". He lives in Litchfield Park and enjoys the drive up here. He attended Maryvale High School and went on to Michigan State University on a gymnastics scholarship, after which he returned to Arizona. He wanted to be an engineer. "I ended up standing in the wrong fast food line, and it was in Law Enforcement, so..."
Capt. Whelan explained that he represents everyone. He is not "an army of occupation". He has been around for a long time and realizes that law enforcement is a community endeavor. "I'm on your side". When he met with the Mayor and Gary Neiss, he kept hearing "traffic enforcement" and "Tom Darlington". "If you don't want a fast driving award, don't go down there very fast, because we've been asked to work that area."
He noticed there is not a lot of criminal activity in this area, but it does need traffic enforcement. The community is asking for it, and the Sheriff is asking the Captain to provide it. Captain Whelan asked that drivers slow down and stop for people in the crosswalks. Vehicles must yield to pedestrians. He asked the Deputies to take it easy on those doing a slow roll through at stop signs if it doesn't affect other traffic. "We get that. But if you want to go 15, 17, 20 over the speed limit, you'll get a coupon that says you've won something and you'll obviously have to pay something for it, so..."
This is the Captain's first Bike Week up here. MCSO will be supporting a DUI Task Force. They will not be stationed across from any establishments, but the level of awareness will be raised that there is a DUI Task Force in the community.
Captain Whelan said he looks forward to the next 2-1/2 years in the community. Mayor Peterson thanked him.
