This was the second reading of the proposed Ordinance regarding new short term rental (STR) restrictions that address violations, requires owners to register with the Town and requires owners to provide emergency/complaint contact information.  Mayor Les Peterson noted that these were the most positive steps Carefree can take with the restraints imposed by the State.

The Federal government requires that municipalities appoint an Applicant Agent for Applying for Federal Assistance Related to the Covid 19 Pandemnic.  Kandace Contreras explained that Covid 19 has posed a severe financial strain and loss of income on municipalities across the country.  This is considered part of a disaster that allows the Federal government to release funding. 
 
 
The State developed a program, AZ CARES, which will allow them to release funds to municipalities, based on size.  There are also lesser funds available from the Department of Military Affairs.  These programs, and potential future programs, require a designated Applicant Agent.  It is common to appoint Town Clerks to these positions.  As the Town Treasurer, Mrs. Contreras has already been filling out the required forms in conjunction with Town Accountant Jim Keen.  This formal appointment was a housekeeping measure.  The Town had just been informed that funding was available to Carefree.  The appointment was necessary to complete the process and receive those funds.
 
 
The Council unanimously approved the appointment.
 
 
Councilman Mike Krahe thanked Mrs. Contreras for all the work she had done to fill out the many confusing forms.  He understood that it secured about $500,000 for the Town.  The Mayor and the rest of the Council echoed Dr. Krahe's thanks and appreciation.
