Chairman Les Peterson introduced the Board of Directors of the Carefree Utilities Community Facilities District (UCFD). The 7 elected Carefree Council members serve as the Directors, and all 7 were present.
Chairman Peterson reported that this acquisition is the outgrowth of an effort that started in earnest in the summer of 2018, with a series of Town public meetings attended by hundreds of people in the Carefree Service Area (CSA) who are supplied with potable water by Cave Creek Water (CCW). They were expressing their desire to become part of the Carefree Water system.
Negotiations with Cave Creek have just concluded, and they are mutually concluding a settlement agreement. For the future of both towns, Chairman Peterson said they want to be able to work together cooperatively and constructively. The two towns have many commonalities.
Coe & Van Loo Engineering Company started their study in 2018. They developed progressive plans as well as plans to disconnect the CSA from CCW and to reconnect it into the Carefree water system. They will continue to contribute as the process moves forward.
The optimal location for the required additional water storage tank was determined to be within the Boulders. The Town has been involved in legal action with the Boulders since June of 2019. The Town's attorneys cautioned the Town to release no information and to make no statements during this period of legal action. The Town is now to a point where they can communicate. The pieces of the puzzle are coming together. Chairman Peterson turned the meeting over to Greg Crossman, the General Manager of the Carefree Water Company (CFWC), who has been driving this project from the onset.

Mr. Crossman said his presentation would be about the acquisition of the water assets and the assimilation of the water customers within the CSA into the CFWC. He began by introducing himself and the rest of the Acquisition Professional Team, with included the Engineering, Legal and Finance & Rates people. He noted that numerous people have been instrumental in moving this forward, but said he would be remiss if he didn't mention in particular Mayor Les Peterson, Vice Mayor John Crane, and Town Administrator Gary Neiss, who have put in a considerable amount of time on this acquisition. It has been a long process.
