Mayor Les Peterson explained that the Mayor nominates a Council member to serve as the Vice Mayor, then the Council votes to approve or disapprove the nominee. The Mayor nominated John Crane, who has been the Vice Mayor for the past 6 years. "He has done an absolutely outstanding job, and continues to do so." The Mayor wanted to have John Crane continue to support the Town and all its residents for the next 2 year term, to commence immediately. The Motion to appoint John Crane as the Vice Mayor passed unanimously. Mayor Peterson congratulated Vice Mayor Crane and thanked him for all he has done for the Town. Vice Mayor Crane said, "It's an honor to serve, and thanks for having faith in me".

Mayor Peterson announced that 3 long term members of the 7 member Planning & Zoning Commission (P&Z) were stepping down after serving the entire community extremely well. He thanked each one. Al Mascha joined P&Z in 2005 and became the Chairman in 2009. Scott Sperl joined P&Z in 2009. The Mayor called him "the voice which advocated for Carefree as we've always known it". Dick Tatlow joined P&Z in 2013. "All three did an absolutely outstanding job." He thanked them on behalf of the Council and the Carefree residents. He asked them to stop by Town Hall within the next week or two to receive a plaque from the Town in appreciation of their service.
There were 4 excellent candidates who applied to fill the 3 vacated seats. They were Peter Burns, Susie Dymoke, Phil Corso and Ralph Ferro. Mayor Peterson invited each candidate to speak. Ms. Dymoke has lived here for about 10 years and is a passionate server of many different local organizations. She would be honored to serve on P&Z. Mr. Burns has lived in Carefree since 2018. He is the president of his HOA, has been following the Cave Creek Water Advisory Committee (WAC) for the past 2 years because of the water issues, and is a member of the Boulders Club. Mr. Ferro has lived here since 2013 and he served on the WAC. Mr. Corso has lived in the Valley since 1975 and became involved in real estate development in 1981. Because of this, he felt he would bring a different perspective to P&Z. He concurs with keeping Carefree the way it is, and growing it with that goal in mind.
Kandace Contreras instructed the Council members to send her their confidential votes via the Chat feature or to text her with them. Peter Burns, Phil Corso and Ralph Ferro were appointed. Mayor Peterson congratulated the 3 new P&Z members. He called Ms. Dymoke a breath of fresh air and enthusiasm, and encouraged her to become involved with other projects in the town. He noted that the members of P&Z would appoint a new chair. The Mayor again thanked those who were stepping down.
Vice Mayor Crane pointed out that those stepping down had almost 30 years of combined experience, and they have tackled some interesting and complex issues. He thanked them and said it was unfortunate that this was a Zoom meeting or all would have stood up to give them a round of applause. He thanked all the candidates and said they would all be put to work.
